A dry rolled electrolytic capacitor comprises a metallic negative foil, other than aluminium nickel alloy, which does not exhibit electrolytic valve action when in contact with the capacitor electrolyte, and upon the surface of which there is an oxide film of a thickness such that the capacity per square inch between the foil and the capacitor electrolyte is not less than 30ÁF. An etched aluminium anode foil is wound with a tin or lead cathode foil, the foils being'separated by paper impregnated with glycol-ammonium borate electrolyte. The cathode foil is previously tested for the thickness of oxide coating by immersing two pieces of the foil, each one square inch, in the capacitor electrolyte to ascertain that the capacity between the foils.is not less than 15 ÁF.
