A nuclear fuel element consisting of fissile, fertile and moderator material is used in a reactor with just sufficient water present to generate steam, thereby minimizing loss of thermal neutrons by hydrogen capture. The fuel element comprises berylliumoxide, Th<SP>232</SP> and U<SP>233</SP>.
