[Also in Group XV] In a tool for tensioning and connecting the ends of binding 15 about an object 14 and comprising a base 7 having spaced feet 11, 12 which rest on the object and over which the bending passes, the base is articulated between the feet to enable them to lie closely against the object. The base comprises parts 8, 9 pivoted at 10, a stop 18 on the part 8 co-operating with an end of the part 9 to limit the articulation. A serrated tensioning wheel 3, eccentrically mounted on a shaft 4 rotated by a handle 5, is mounted at one end of the base part 8, and a sealing means 6, operated by a lever 2, is pivoted on the shaft.
