[Class 45] In a package-binding tool of the feed-wheel type whereby a loop of wire &c. encircling a package, &c. is tensioned by a rotatable member that presses together the over-lapping ends and moves one past the other to contract the loop to the desired extent, a stationary gripper 11 and movable gripper 54 are provided, the latter being eccentrically mounted on a shaft 56 which, when rotated, brings the grippers toward or away from one another. The rotation of the gripper 54 is effected by a helical spring located in a knurled thumb-wheel, the wheel being readily detachable and adjustable relatively to the shaft 56 so as to impart to the spring a desired tension which determines the degree of gripping given to the wire ends. A laterally movable spring latch 80 retains the gripper 54 in its elevated position, and prevents the helical spring from functioning till the latch is manually pressed aside. The wire &c. S, S<SP>1</SP> is then tensioned by repeated oscillation of a lever 43 whereby, through a pawl acting on a ratchet wheel 55 located between the two serrated rims of the gripper 54, a positive rotary motion is imparted to the latter. When sufficiently taut, the wire ends are sealed together by bringing jaws 49 down to and about the overlapped ends by a still further swing over of the lever 43. The lever 43 is then returned, thus raising jaws 49, and the shaft 56 is rotated back against the pressure of the helical spring by turning a handle 64 till the latch 80 reengages.
