[Class 31 (i)] [Also in Group XVI] In an apparatus for feeding and cutting paper webs transversely into sheets having a rotary cutter device consisting of two shafts, one of which carries a roller having a blade let into a recess in the surface of the roller, and the other of which carries a mounting for a blade set at an angle to the axis of the shaft such that cooperation of the two blades produces a shearing cut which commences at one side of the web and proceeds to the other side, means are provided to alter the velocity ratio of the average rate of feed of the paper toward the cutter device and the speed of rotation of the cutter device, a looping device being provided in the feed to the cutter device, which is adjustable to ensure that notwithstanding the differences between the average rate of feed of the paper and the cutter speed, . the paper is travelling, at the moment of cutting, at the same speed as the cutter device. A paper web 11 is fed by feed rollers 12 and 13 to a rotary cutter device comprising blades 17 and 18 carried on rollers 19 and 20. The rollers 12 and 13 which feed the web at the average rate of feed are connected with the shafts of the rollers 19 and 20 by gearing (not shown), the velocity ratio of which may be varied. A pair of rollers 15, 16 which are only lightly pressed together, to permit the web to slip between them, are driven at the same peripheral velocity as the blades 17 and 18. A frame 25 mounted on a spindle 26 and driven in the clockwise direction at the same speed of rotation as the blades 17 and 18 comprises two side arms each supporting a slide block 29 adjustable along the arm by a hand wheel 31. The slide blocks 29 carry a looping roller 32 over which the web passes when the roller 32 is above the spindle 26. When the rollers 12 and 13 feed paper at nearly the same rate as the peripheral speed of the blades the slide blocks are adjusted inwardly. If the speed of the rollers 12, 13 is substantially decreased in order to vary the length of the sheets produced, then the slide blocks are adjusted an appropriate amount outwardly. When the frame 25 is in the lower part of its travel the web will be fed ,directly to the rollers 15 and 16 which will slip relatively to the web on account of its lower speed. When the roller 32 engages the web 11, the speed of the web will be either reduced or reversed, thus increasing the slip between the rollers 15 and 16 and the web due to the formation of a loop in the web. When the looping roller moves downwardly, web from the loop will be fed with reduced slip to the blades 17 and 18 by the rollers 15 and 16, such that at the moment of cutting the speed of the web is the same as that of the cutter device.
