In a pump or motor having a rotary cylinder block with cylinders arranged substantially parallel to the block axis, the cylinder block is tiltable relative to a drive flange, or a swash plate is tiltable relative to the cylinder block, about an axis which is spaced from the cylinder block axis by a distance such that free alternating moments about the pivot axis are prevented and only positive or only negative pivoting moments can be exerted about the pivot axis, thereby reducing vibration during operation. A journal construction for the pivoting member, enabling pivoting in both the positive and negative regions with relatively small adjusting moments being required, provides two alternative pivoting axes E, F spaced from the cylinder block axis, the pivoting member being pivoted about one axis in the positive pivoting angle region, and about the other axis when pivoted in the negative region. The journals each comprise a housing member 414 receiving a pivoting member 430, crescent-shaped filling members 431, 432, being slidably located between members 414, 430 and limited in their movements by stop members 433-436. On clockwise pivoting movement of member 430, stop 436 holds filling 432 stationary and stop 434 moves filling 431 so that pivoting takes place about axis E. On anti-clockwise movement of member 430, stop 433 holds filling 431 stationary and stop 435 moves filling 432 so that pivoting takes place about axis F.
