Abstract

The method involves transferring the positioning information along with identification data of a mobile unit in digital form over a mobile network to a central eCall server as digital data information. The transferred information is prepared from the eCall server to a information image and supplying on a access-protected internet site, which is provided with graphic map material, where a vehicle is determined. The information image is scanned over the internet by the responsible local emergency call handling center after an authentication at the eCall server. An independent claim is also included for a device for the supply of emergency call information about received emergency calls at emergency call handling center.

Description

The invention relates to a method and a device for notifying the emergency call points, in particular for the notification of emergency call points, police, fire or rescue service on received emergency calls with provision of location information.

Hintergrundbackground

Das Notruftelegramm enthält i.d.R. In order to improve the reaction time for the arrival of helpers in the event of an accident, it is absolutely necessary to provide precise information about the location of the accident. Are known telegraphic services such as "automatic emergency call" (the service "Teleaid" Mercedes Benz represents a possible form of emergency call), in which with a terminal from a vehicle or a vehicle-independent mobile terminal an emergency call with additional emergency call telegram via mobile to a Telematics Center is headed. The emergency call telegram usually contains information about the whereabouts (GPS location, if necessary with shared location) and about the identity of the customer or the vehicle.

The notification of the competent emergency call centers of police, fire or ambulance service (BOS) on received emergency calls with location information is now usually via the above-mentioned telematics call center with the help of telephony and fax. The forwarding of the emergency call data in Germany as digital information over ISDN was recommended in the context of a BOS guideline, however failed the (nationwide) conversion among other things at the costs on the part of the emergency call centers (ISDN connection and special PC's with geographic maps as well as associated care expenses).
In the United Kingdom BT operates a higher-level emergency call center "BT 999 GPS", to which telematics providers can forward emergency call data with location information via a special interface. This emergency call center informs the responsible emergency call point of the police, fire brigade or rescue service again about the emergency call data via telephony.
According to the wishes of the European Commission and the automotive industry, new vehicles in Europe will be equipped with automatic emergency call systems from 2009 onwards. In the event of an accident, the "eCall" system should automatically or manually trigger the emergency number 112 and send the exact location of the accident. At a meeting of the EU initiative "eSafety" (http://europa.eu.int/information_society/activities/esafety/doc/esafety_forum/hmi/conclusion_av.pdf), which set itself the goal of reducing the number of deaths in the EU Halving road traffic in Europe by 2010, representatives of EU Member States and industry agreed on an action plan. However, the implementation on BOS side and the network operator is difficult, because the procedure and the cost assumption are not clarified.

From the document EP 1 184 829 a vehicle monitoring system is known.

Überblick über die ErfindungOverview of the invention

The object of the invention is to provide a cost-effective system with the BOS side, as possible without additional expense for BOS and network operators, a comfortable access to the emergency call data including map display is possible.

This object is achieved by an invention having the features of the independent claim. Further developments are disclosed in the subclaims.

A mobile unit installed in a vehicle and / or integrated in a mobile station receives location data from a tracking device (eg GPS (Global Positioning System) receiver). In the case of an emergency call triggering (manual or sensor-assisted), the position data together with identification data (telephone number of the customer, vehicle ID, etc.) as a data telegram via a suitable wireless data service (SMS (Short Message Service, USSD (Unstructured Supplementary Service Data), USS (User-to-User Signaling), General Packet Data Service (GPRS), Universal Mobile Telecommunications System (UMTS) or Bearer Service ("Bearer Service") are sent to a sg eCall server where the data is processed The location data and the responsible BOS emergency call point can also be determined from the position data, and vehicle or personal data can be determined from the identification data, as far as they have been transmitted, and additional information can be stored in a database, which is accessed via unique references the size of the transmitted information can be reduced a map excerpt of the location (location) is now the entire message image provided on a secure website, if it is detected from the position data that the competent Emergency call point is participant of the eCall Internet system (EIS).

Fig. 2).In a preferred embodiment, the BOS emergency call point should only have a standard Internet browser and an Internet connection for the graphic display of the message picture. It is also conceivable that other tools can be used to access the message image, for example, which have already cached the environment data of the BOS, so that the image structure is accelerated. After entering the access data, the website of the eCall server can be accessed. A process can be selected from a list of current message images. Possibly. the list is pre-filtered according to the area of responsibility of the emergency call point. After selection, the complete message picture is displayed on a website (cf. Fig. 2 ).

After triggering an emergency call to the mobile unit, in addition to sending the data message in a preferred embodiment, a voice channel is opened. This voice call can analogous to the "112" (The short code 112 in GSM mobile networks is a special s.g. Tele-Service TS12, in the mobile network, the call is routed location-dependent to locally responsible BOS emergency call point) in the mobile directly to the appropriate emergency call point. Alternatively, an indirect forwarding via an intermediary call center is possible, in which case a verification (exclusion of false alarms) is also possible.

The incoming voice call is for the emergency call point the "trigger" for the Internet query of the message image on the eCall server. If only one data telegram is sent by the mobile unit, without additional voice call, a central call center can be alerted, which then informs the responsible emergency call point. The selection of The emergency call center then uses the areas of responsibility (polygons) of the individual emergency call centers known in the eCall server.

In another embodiment, it is conceivable that the eCall server informs the BOS emergency call center about the event by sending a link pointing to the message and the message image. The sending of the link can be done as push service or by email. You can also imagine this approach as a pull service, but here the time interval for the BOS emergency call point must be set short.

As another application, it is possible to send the BOS emergency vehicles the data of the message image. For example, by having mobile computers with mobile Internet connection and standard Internet browsers in the emergency vehicles and from the Internet site of the emergency call center the (temporary) Internet link for displaying the message image to the mobile computer, e.g. sent by SMS / MMS. This can also be pushed to the emergency vehicle, if this has a known IP address.

With this approach, a simple and inexpensive equipment of BOS emergency call points for receiving and displaying emergency calls from the mobile network with location information (map display) is possible. This achieves the following benefits:
  • Simple and cost-effective implementation on the network operator side of the EU initiative "eSafety"
  • The rescue time for accidents involving injured persons can be shortened, as the BOS emergency call centers receive a complete report.
  • The eCall Internet System EIS can be shared between different network operators and service providers.

In the following, the possible embodiments are described on the basis of the enclosed figures:

The FIG. 1 shows a vehicle with telematics, whose position is determined by a GPS satellite and sends in case of an emergency call its data to a central eCall server, which prepares the information and provides it over the Internet via a secure connection. The message being transmitted can be triggered automatically by a sensor or manually.
The provision is preferably made so that a standard browser can interpret the data. Alternative browsers are also conceivable, which have already cached a large part of the map material, so that this image information is not always to be retransmitted. In a preferred embodiment, the image data is as shown in FIG FIG. 2 are divided into small segments so that only the segment in which the emergency occurs is to be transmitted. The others are always in the cache. The information that is transmitted to the eCall server is the position data and other identification data of the vehicle. Parallel to the transmission is a telephone connection (voice connection) to The emergency call center can access the eCall server via the Internet in order to view the page. By means of a standard login or a corresponding certificate, an authentication and / or authorization is achieved, in order to then preferably only display the incidents which concern the spatial area of the emergency call point. These can be sorted by time, if necessary, can also be equal to an assignment on the basis of the phone number, which was transmitted by the phone. Alternatively, it can also be a push service that pushes the message from the eCall server to the emergency call point, so that the employee has the choice immediately, without having to log in or wait for the call. With the pull service, the client gets the data at very short intervals from the eCall server, alternatively the incoming voice call is the trigger for pulling. In the absence of a voice call, the data is "pushed" by a higher-level call center forwards the process to the incident control center.

By the emergency call center, then police, fire or rescue emergency calls with tracking information can be automatically supplied by the latter the link of the eCall server is transmitted. This can e.g. also be done by the eCall server, which has a button with which the individual services are alerted. For this purpose, the spatial data are stored in relation to the emergency call point and also the active emergency vehicles. This database can be maintained regularly by the local emergency call center. Thus, e.g. the deployment plans are stored digitally.

Of the FIG. 2 Now you can see which data are provided. The data includes the time, the GPS position, the road position, the type of vehicle, the name of the owner or keeper, and appropriate contact persons. It There may also be specifics such as blood type, specific clinical pictures or allergies that are problematic in the case of treatment. This data may be sent by the vehicle, or stored in a database of the eCall server, to then provide this data to the local rescue services.

It is understood that the embodiments are not intended to be limiting. The scope of protection is determined by the following claims.

  1. Method for notifying emergency call handling centers of received emergency calls with location information, with a vehicle that collects location information and has a communications unit and has an emergency call transmitter, comprising the following steps:
    - Transmission of the location information together with identifying data from a mobile unit in digital form through a mobile radio telephone network to a central e-call server as a digital data message in the case of an emergency call event;
    - Processing of the transmitted information by the e-call server into an annunciator display and making it available on an access-protected Internet page that is provided with graphical map material from which it can be determined where the vehicle is located; characterized by
    - Additional transmission of information to a local emergency call handling center, through a telephone call from the vehicle, wherein the local emergency call handling center is determined on the basis of the location information; and
    - Retrieval of the annunciator display through the Internet by the responsible local emergency call handling center after an authentication at the e-call center.
  2. The method according to the preceding claim, wherein the e-call server determines the local emergency call handling center based on the location information and informs it of the new information through a push method over the Internet.
  3. The method according to one or more of the preceding claims, wherein the location information is obtained in the mobile unit through a satellite positioning system such as GPS (Global Positioning System),
    and/or
the location information is obtained in the mobile radio telephone network with the aid of the mobile radio telephone network via network location with radio cell identification and/or transit time measurements of the radio signals.
  4. The method according to one or more of the preceding claims, wherein the mobile units are installed in vehicles as telematic systems.
  5. The method according to one or more of the preceding claims, wherein the mobile units are integrated in miniature computers with mobile radio telephones such as so-called smartphones, PDAs, etc.
  6. The method according to one or more of the preceding claims, wherein the location information and the identification data are transmitted to the e-call server as data messages through mobile radio telephone services such as SMS, GPRS, UUS, USSD or UMTS, and through appropriate mobile radio network gateways.
  7. The method according to one or more of the preceding claims, wherein multiple e-call servers are operated in parallel, and the messages are determined on the basis of capacity utilization and/or on the basis of the location.
  8. The method according to one or more of the preceding claims, wherein authentication data such as user names and passwords and/or client certificates for access to the provided Internet pages are given to the emergency call handling centers by the operators of the e-call server.
  9. The method according to one or more of the preceding claims, wherein the position of the vehicle in the map is represented with a travel lane and/or a direction of travel if these data are also transmitted.
  10. The method according to one or more of the preceding claims, wherein the map can be zoomed and scrolled in order to identify the location of the accident site in the larger context.
  11. The method according to one or more of the preceding claims, wherein the direct voice call is made by means of a speed dial and location-dependent routing.
  12. The method according to one or more of the preceding claims, wherein, in parallel to the transmission of the data message from the mobile unit, a voice call to a supervisory call center is set up in order to forward the voice call to the responsible emergency call handling center, after checking for a false alarm if applicable.
  13. The method according to one or more of the preceding claims, wherein, in the event that there is no voice call, either the case is actively presented to the emergency call handling center by the e-call server and/or the supervisory call center is informed of the receipt of the data message, and an alarm is issued to the responsible emergency call handling center, after call-back to the customer if applicable.
  14. The method according to one or more of the preceding claims, wherein the Internet page of the e-call server is retrieved by the emergency call handling center with the aid of a standard browser.
  15. The method according to one or more of the preceding claims, wherein, in addition to the representation of the annunciator display on the browser of the emergency call handling center, a forwarding option is present on said Internet page in order to forward the information to mobile units in emergency response vehicles, thus making it possible for the information to be viewed there as well.
