  1. Dispositif selon les revendications 2 à 12, caractérisé en ce que des capteurs d'angle de rotation (33). sur lesquels est orienté au moins un décodeur - détecteur (34) relié au dispositif de commande (8), sont disposés sur l'arbre (6) de commande de l'élément de retenue (R), de préférence sur un disque (32) monté sur l'arbre de commande.
  14. Dispositif selon les revendications 2 à 13, caractérisé en ce qu'une voie sans contact de transmission de signaux et de tension de travail est prévue entre un moteur électrique (M) prévu dans la commande de rotation (A) et le dispositif de commande (8).
  15. Dispositif selon les revendications 2 à 14, caractérisé en ce que le dispositif de commande (8) comprend au moins un microprocesseur programmable.
  16. Dispositif selon les revendications 2 à 6, caractérisé en ce que l'aiguille (7) part à peu près radialement vers l'intérieur d'un rotor (18) entourant coaxialement par l'extérieur le tambour magasin (1) et en ce que le rotor (18) est monté dans une commande de rotation (A) disposée radialement à l'extérieur du tambour magasin (1).
  17. Dispositif selon les revendications 2 à 5, caractérisé en ce que l'élément de retenue (R) est formé d'un anneau (19) comprenant de préférence une circonférence intérieure dentée (21), entourant le tambour magasin (1) perpendiculairement à l'axe (11) du tambour magasin et dont le diamètre de la circonférence intérieure est supérieur au diamètre de la circonférence extérieure du tambour magasin et en ce que l'anneau (19) est monté rotatif, en ayant son centre (22) excentré par rapport à l'axe (11) du tambour magasin, sur une commande de rotation à manivelle (24) qui est coaxiale à l'axe (11) du tambour magasin et sa circonférence intérieure (20) est en contact avec la circonférence du tambour magasin en au moins un lieu de la circonférence.
  18. Dispositif selon les revendications 2 à 5, caractérisé en ce que l'élément de retenue (R) est formé de la circonférence intérieure d'un anneau (25) qui est en contact en un emplacement avec la circonférence du tambour magasin, dont le diamètre de la circonférence intérieure est plus grand que le diamètre de la circonférence extérieure du tambour magasin (1) et qui est entraîné en un mouvement de nutation autour de l'axe (11) du tambour magasin en ayant son axe de positionnement (27) qui coupe obliquement l'axe (11) du tambour magasin.
