Appareil pour le contrôle du temps de stationnement d'un véhicule La présente invention a pour objet un appareil pour la perception de taxes de stationnement et le contrôle du temps de stationnement de véhicules routiers dans les rues, parcs ou emplacements -réservés.
Cet appareil est remarquable notamment en ce qu'il comporte à l'intérieur d'un boîtier scellé, inviolable: un organe d'arrêt susceptible d'être gelacé manuellement depuis l'extérieur du boîtier entre deux positions active et inactive correspondant respectivement à l'interdiction et à l'autorisation de stationner, un mouvement d'horlogerie combiné avec ledit organe d'arrêt de telle manière que ce mouvement soit automatiquement arrêté lorsque ledit organe est en position active et libre de mesurer le temps lorsque cet organe est en position inactive d'autorisation; une aiguille totalisatrice dont les indications peuvent être lues de l'extérieur et entraînée par ce mouvement d'horlogerie pour totaliser les temps des périodes successives de stationnement;
un dispositif de verrouillage combiné avec cette aiguille totalisatrice pour verrouiller ledit organe d'arrêt en position active d'interdiction lorsqu'un total déterminé a été atteint par l'aiguille et un dispositif optique pour indiquer à chaque instant l'état de marche ou d'arrêt du mouvement d'horlogerie.
L'appareil est prévu pour être mis à la disposition des usagers contre paiement d'une somme correspondant à un droit de stationnement d'une durée globale déterminée qui est par exemple de 50 heures et constitue ce qui a été appelé ci-dessus le total déterminé . L'usager dispose ainsi d'une sorte de provision utilisable par fractions de durée quelconque, dans la limite du temps total, de la même manière qu'on utilise la provision d'un compte bancaire, au moyen de chèques. Au début de chaque stationnement l'usager amène l'organe d'arrêt en position inactive d'autorisation, ce qui provoque le déblocage du mouvement d'horlogerie et la mesure du temps de stationnement.
A la fin ce celui-ci, l'usager ramène l'organe mobile en position d'interdiction ce qui neutralise le mouvement d'horlogerie jusqu'au prochain stationnement. Lorsque le temps total pour lequel l'appareil a été réglé est atteint l'appareil est automatiquement verrouillé en position d'interdiction.

La fig. 7 est une vue en élévation latérale partielle, le boîtier étant coupé diamétralement. La fig. 8 est une vue en perspective du mécanisme de verrouillage.
Les fig. 9 et 10 sont des vues analogues aux fig. 3 et 5, respectivement, d'une seconde forme d'exécution de l'appareil comportant un mouvement d'horlogerie à vitesse variable.
Les fig. 11 et 12 sont des vues schématiques du mécanisme d'échappement correspondant aux deux positions possibles de l'ancre.
La fig. 13 est une vue de face d'une variante de la forme d'exécution des fig. 9 et 10.
Les fig. 14, 15 et 16 sont des vues analogues aux fi-. 3 , 4 et 5, respectivement, de la forme d'exécution de l'appareil représentée aux fig. 9 et 10.
La fig. 17 est une vue latérale partielle et schématique du boîtier de l'appareil montrant le mécanisme de verrouillage en position inactive.
La fig. 18 est une vue analogue à la fig. 16 après le verrouillage du mouvement d'horlogerie. Suivant la forme d'exécution représentée aux fig. 1 à 8 l'appareil comporte un boîtier cylindrique 1 en forme de cuvette dans lequel sont fixées des platines 2, 3, 4 reliées au fond du boîtier et entre elles par des piliers 5 (fig. 7) délimitant des compartiments destinés à recevoir les mécanismes et organes de l'appareil. Un verre 6 est fixé en avant de la platine 4, au moyen d'une lunette 7 posée sur le boîtier. Comme l'ouverture de l'appareil est interdite à l'usager, cette lunette 7 est sertie ou rendue inviolable par un moyen équivalent.
Entre le verre 6 et la platine 4 est montée sur un axe central 8 une aiguille 9 susceptible de se déplacer sur une graduation horaire tracée sur la périphérie de la platine 4. La graduation s'étend sur un arc un peu inférieur à 360 , dont l'origine correspond, dans l'exemple représenté, à la division 50 et l'extrémité à la division 0 . La platine 4, qui forme cadran, comporte des fenêtres 10, Il dont le but sera précisé plus loin.
Dans l'espace compris entre les platines 3, 4 est disposé un organe mobile d'arrêt, constitué par un secteur 12 monté oscillant sur l'axe 8 grâce à un pignon 13 (fig. 3) fixé en son centre et engrenant avec un secteur denté 14 entraînant un autre pignon 15 pourvu d'un ergot 16. Le secteur 12 est mobile entre deux positions, l'une active représentée à la fig. 3 et l'autre inactive représentée à la fig. 4. Il est sollicité vers la position active par un ressort 17 fixé à l'une de ses extrémités au secteur denté 14, et à l'autre extrémité à la platine 4. En vue de son déplacement vers la position inactive, à l'encontre du ressort 17, le secteur oscillant 12 est combiné avec un dispositif de manoeuvre.
Ce dispositif comprend (fig. 3 à 7) un doigt 18 porté par le secteur 12 et coopérant avec le bec 19 d'un cliquet 20 sollicité dans le sens de l'encliquetage par un ressort 21 et articulé sur le maneton 22 d'une manivelle 23. L'extrémité libre 20a du cliquet 20 est en forme de crochet.
La manivelle 23 est solidaire en rotation d'un arbre 24, monté à frottement dans des ouvertures formant portées ménagées sur les platines 2, 3 et le fond du boîtier 1. Une manette 25 (fig. 1, 2, 7) est montée rigidement

sur l'une des extrémités de cet arbre, cette extrémité faisant saillie à l'extérieur du boîtier, pour assurer la man#uvre manuelle du secteur oscillant. Un élément élastique 26, en saillie sur la platine 3, est adapté pour s'engager dans l'un ou l'autre de deux crans 27, 28 (fig. 8) ménagés sur la manivelle 23, de manière à définir les positions extrêmes de la manette 25.
Lorsque la manette est dans la position correspondant aux fig. 1 et 3, le ressort 17 maintient le secteur oscillant 12 en position active. Lorsque la manette est amenée par basculement dans la position de la fig. 2, le cliquet déplace le secteur oscillant autour de l'axe 8 jusqu'à la position inactive de la fig. 4.
Dans sa position active (fig. 3) le secteur 12 a pour rôle d'arrêter un mouvement d'horlogerie dont on a représenté quelques éléments, notamment le barillet 29, l'axe de remontage 30 et un rouage 31 (fig. 7).
La coopération entre le secteur oscillant 12 et le mouvement d'horlogerie est assurée d'une part par l'ergot 16 entraîné à partir du secteur oscillant par l'intermédiaire des éléments 13, 14, 15, d'autre part par le rouage 31 du mouvement d'horlogerie, dans des conditions telles que lorsque le secteur oscillant est dans la position active de la fig. 3, l'ergot d'arrêt 16 est engagé entre deux dents du rouage 31 et bloque le mouvement d'horlogerie.
Le mouvement d'horlogerie dont la marche est ainsi commandée par le secteur oscillant 12 est destiné à entraîner, dans le sens normal, l'aiguille 9 qui est fixée sur l'axe 8 et qui constitue en combinaison avec la graduation un totalisateur de temps de stationnement.
Dans le compartiment défini par les platines 3 et 4 est également disposé un dispositif de verrouillage destiné à bloquer le secteur oscillant 12 dans la position active d'arrêt. Ce dispositif comprend un disque 32 fixé en son centre sur l'axe 8 de l'aiguille (fig. 5 à 8); dans ce disque est ménagée une encoche 33 destinée à recevoir une saillie 34 prévue sur un levier de verrouillage 35 monté pivotant sur l'arbre 24 et appliqué au contact du disque par un ressort 36.
L'extrémité libre de ce levier forme une patte 37 qui fait saillie, à travers une fenêtre 38, sur la platine 3, de manière à soulever le cliquet 20, lorsque la saillie 34 est engagée dans l'encoche 33, et à déplacer le bec 19 hors de sa position d'engagement avec le doigt 18; le secteur oscillant est alors libéré et amené sous l'action du ressort 17 dans sa position inactive. Entre la saillie 34 et l'articulation sur l'arbre 24 du levier de verrouillage est également formée une patte 39 qui fait saillie sur la platine 3 à travers une fenêtre 40, dans un but qui apparaîtra dans la suite.
Pour indiquer si le secteur oscillant 12 est en position de stationnement autorisé ou interdit et si, corrélativement, le mouvement d'horlogerie est à l'état de marche ou d'arrêt, le secteur 12 porte les mentions interdit et autorisé qui apparaissent dans la fenêtre 10 de la platine 4 suivant que le secteur est dans la position active des fig. 1, 3 et 6 ou dans la position inactive des fig. 2, 4 et 5. Bien entendu ces mentions peuvent être complétées ou remplacées par l'application de couleurs appropriées.
. Dans un même but de signalisation optique un disque 41 est fixé sur un axe 42 du mouvement d'horlogerie et porte des secteurs de couleurs différentes apparaissant dans la fenêtre 11 du cadran; la rotation de ce disque crée lorsque le mouvement d'horlogerie est actif un effet lumineux qui peut être perçu à distance.
L'appareil représenté aux fig. 1 à 7 comporte enfin un mécanisme de déclenchement combiné avec le mouvement d'horlogerie et adapté pour actionner un bras de signalisation, susceptible d'apparaître dans la fenêtre 10 du cadran à l'expiration d'un délai déterminé depuis le commencement d'une période de stationnement, ce délai qui est, par exemple, d'une heure étant fixé par les autorités en vue de limiter le stationnement.
Le mécanisme de déclenchement comprend un levier 43 monté pivotant sur l'arbre 24, qui porte la manivelle 23, et susceptible d'occuper deux positions. L'une de ces positions, position de pénalisation, est représentée à la fig. 5 et correspond à la présence d'un bras de signalisation 44 dans la fenêtre 10; l'autre position (fig. 3, 4, 6) correspond à l'effacement de cet

élément.
Ce levier, qui est sollicité vers sa position de pénalisation par un ressort 45, coopère d'une part, au moyen d'un doigt 46 fixé sur lui et traversant en 47 la platine 3, avec une roue 48 montée à frottement dur sur l'axe 30 du mouvement d'horlogerie et d'autre part, avec la manivelle 23 solidaire de la manette de manoeu- vre 25, dans des conditions telles que dans la position d'arrêt de la manette 25 le levier de déclenchement 43 est bloqué en position de non-pénalisation par l'engagement du doigt 46 entre deux dents de la roue 48 et que, pour la position de marche .de la manette, il est amené en position de pénalisation sous l'effet du dégagement du doigt 46 hors de la roue 48, et de l'action du ressort 45,
à la suite d'une rotation de cette roue d'une amplitude déterminée qui correspond à l'expiration dudit délai. La coopération du levier 43 avec la manivelle 23 est réalisée grâce à une échancrure 49 prévue sur le levier, dans laquelle le maneton 22 peut venir s'engager pour basculer le levier de déclenchement et imposer, grâce au doigt 46, un déplacement angulaire à la roue 48, à la suite duquel le levier 43 est bloqué en position de non-pénalisation.
Le bras de signalisation 44 est monté pivotant sur la face arrière du cadran autour d'un axe 50 et sollicité dans une position effacée représentée aux fig. 3, 4 et 6 par un ressort 51 dont l'une des extrémités est fixée par un ergot 52 s'étendant de part et d'autre du bras 44. La combinaison du mécanisme de déclenchement avec le bras de signalisation 44 est obtenue au moyen d'un bec 53 formé à l'extrémité du levier de déclenchement 43 et qui, lorsque ce dernier bascule vers sa position de pénalisation, vient en prise avec l'ergot 52 et entraîne le bras 44 dans une position représentée aux fig. 2 et 5, pour laquelle le bras apparaît à travers la fenêtre 10 du cadran.
Cette position du bras 44 est définie par une butée 54 de fin de course montée sur la platine 4.
Le fonctionnement et le mode d'emploi de l'appareil des fig. 1 à 8 sont les suivants L'usager reçoit, contre paiement, un appareil dans l'état ci-après: = le ressort du mouvement d'horlogerie est remonté, - l'aiguille 9 indique sur le cadran le temps correspondant à la somme qui a été versée, soit 50 heures dans l'exemple représenté, - la manette 25 est dans la position de la fig. 1, ce qui veut dire que le mouvement d'horlogerie est à l'arrêt, que la mention interdit est visible dans la fenêtre 10 et que le doigt 46 du levier de déclenchement est bloqué par la roue 48.
Au moins pendant le temps de stationnement dans un emplacement soumis à règlemen- tation l'appareil est placé à l'intérieur du véhicule dans une position où il peut être vu de l'extérieur. Au commencement d'une période de stationnement l'usager met la manette 25 dans la position représentée à la fig. 2.
La manivelle 23 subit un déplacement angulaire du fait de la rotation de l'arbre 24; le cliquet 20 est déplacé vers le haut et son bec 19 entraîne le doigt 18 porté par le secteur oscillant 12 qui tourne d'un certain angle et vient en position inactive, ce qui a pour effet, d'une part de faire apparaître le mot autorisé dans la fenêtre 10 et d'autre part de débloquer le mouvement d'horlogerie grâce au retrait de l'ergot 16 hors du rouage 31. Le cliquet 20 est maintenu en position sous l'action du ressort 21 et du crochet 20a en prise avec la patte 37 du levier 35. L'aiguille totalisatrice est entraînée et enregistre la durée du stationnement, tandis que le disque 41 qui tourne derrière la fenêtre 11 permet de se rendre compte que l'appareil fonctionne.
La roue 48 entrainée par le mouvement d'horlogerie agit de son côté sur le doigt 46 et par conséquent sur le levier de déclenchement 43 qui subit un déplacement angulaire lent et continu.
Si le temps de stationnement excède la limite fixée à l'avance pour la durée du stationnement normal (une heure dans l'exemple choisi), la roue 48 libère, au moment où la limite est atteinte, le doigt 46 du levier de déclenchement qui sous l'action du res-

sort 45 bascule vers sa position de pénalisation (fig. 5) et accroche l'ergot 52 du bras de signalisation 44, qui est ainsi amené derrière la fenêtre 10, dans une position visible de l'extérieur (fig. 2). L'apparition du signal 44 indique que le véhicule est en situation irrégulière et peut déterminer les agents de contrôle à infliger une amende au conducteur.
Aussi longtemps que la manette 25 est maintenue dans la position correspondant à la marche du mouvement d'horlogerie et ce, que la limite de stationnement normal ait ou non été franchie, l'aiguille 9 continue à enregistrer le temps passé, à condition qu'elle n'ait pas atteint la division 0 de la graduation.
A la fin du stationnement, la manoeuvre de la manette 25 dans le sens de l'arrêt détermine le retour de l'indication interdit , l'arrêt du mouvement d'horlogerie le rappel du levier de déclenchement dans sa position initiale (fig. 3) et, éventuellement, l'effacement du bras de signalisation 44.
Lorsque l'aiguille atteint la division 0 de la graduation l'encoche 33 du disque 32 du mécanisme de verrouillage se présente devant la saillie 34 du levier 35 qui, entraîné vers le haut sous l'action de son ressort 36, soulève le cli- quet 20 et dégage le bec 19 hors de sa position de retenue du secteur oscillant 12; ce dernier bascule dans sa position active d'arrêt et bloque définitivement le mouvement d'horlogerie, le doigt 18 ne pouvant plus être accroché par le cliquet 20.
Bien entendu l'usager peut échanger son appareil avant que le verrouillage du mouvement d'horlogerie se produise, ce qui lui évite de s'exposer à des pénalités. Le temps de stationnement non utilisé lui est, dans ce cas, remboursé.
Que les droits de stationnement soient ou non épuisés, l'appareil remis au service de distribution doit être partiellement démonté pour être remis en état de service.
Après l'enlèvement de la lunette 7 et du verre 6 un déplacement d'une amplitude convenable du secteur oscillant 12 dans le sens contraire à celui des aiguilles d'une montre (fig. 6) amène le doigt 18 au contact de la patte 39 du levier de verrouillage 35 et déplace ce dernier dans une position qui libère le disque 32 et permet d'effectuer le remontage du ressort, le secteur oscillant 12 ayant découvert au cours de son mouvement antérieur l'axe 30 du barillet 29.
Une fois l'aiguille ramenée devant la division 50 sous l'effet du mouvement de remontage il est possible de réarmer le cliquet grâce à la coopération du crochet 20a avec la patte 37; la remise en place du verre 6 et d'une lunette 7 complète la préparation de l'appareil en vue d'un nouveau service.
On a représenté aux fig 9 à 18 deux variantes de l'appareil suivant l'invention qui sont adaptées non seulement pour indiquer, au moyen d'un signal, lorsque la durée d'un stationnement élémentaire dépasse une limite déterminée, que le conducteur est en état d'infraction, mais encore pour appliquer automatiquement une surtaxe proportionnelle au temps de stationnement pénalisé, cette surtaxe s'ajoutant à la taxe normale de stationnement. Ce résultat est atteint grâce à un dispositif de totalisation différentielle.
Suivant la première de ces variantes représentée aux fig. 9 à 12, il est prévu dans le mouvement d'horlogerie un dispositif d'échappement à vitesse variable permettant d'augmenter la vitesse angulaire de l'aiguille totalisatrice 9. Ce dispositif comprend essentiellement, montées sur un arbre 55 entraîné par le barillet, par l'intermédiaire -de rouages non représentés, deux roues d'échappement de même diamètre 56 et 57, la roue 57 constituant une roue d'échappement usuelle à 15 dents tandis que la roue 56 est une roue d'échappement de pénalisation qui porte des dents dont le nombre est inférieur à 15 et qui coïncident chacune axiale- ment avec une dent de la roue 57. Dans l'exemple représenté la roue 56 est à 3 dents.
L'ancre usuelle 58 qui reçoit par ses chevilles 59, 60 les impulsions de la roue d'échappement 56 ou 57 et les transmet au balancier-spiral 61, est montée sur un axe 62 qui traverse les platines 2 et 3 dans lesquelles il peut coulisser en entraînant l'ancre; la longueur de cet axe 62 est supérieure à l'écartement des deux platines

et ses extrémités 63, en saillie sur la platine 3, sont soumises l'une dans un sens à l'action d'un ressort 64 de faible puissance et l'autre dans l'autre sens qui correspond à la flèche, à l'action d'une came de commande 65 appliquée à son contact au moyen d'un ressort 66 (fig. 9).
Cette came est formée à l'une des extrémités libres d'un levier 67 monté pivotant sur la platine 3 et dont l'autre extrémité coopère avec une saillie 68 formée sur le levier 43 du mécanisme de déclenchement dans des conditions telles que les chevilles 59, 60 de l'ancre, en réponse à l'action de la came 65, coopèrent avec les roues 56 et 57 ou uniquement avec la roue 56, suivant que le levier de déclenchement 43 est ou non en position de pénalisation (fig. 9 et 10) respectivement.
Au cours du stationnement normal (fig. 9 et 11) le levier de déclenchement 43, qui est en position de non-pénalisation, maintient donc l'ancre 58 en coopération avec la roue 57 à 15 dents, ce qui correspond à l'échappement normal; l'aiguille 9 indique alors le temps réellement passé. Il y a lieu de noter que les chevilles 59 et 60 sont périodiquement, à raison d'une oscillation sur cinq, en contact à la fois avec une dent de la roue 57 et une dent de la roue 56 mais la présence de cette dernière ne crée aucune perturbation, la coïncidence des dents correspondantes étant parfaite.
Dès que la limite de stationnement normal est atteinte le levier de déclenchement est mis dans sa position de pénalisation qui fait apparaître le bras de signalisation 44 dans la fenêtre 10 du cadran. Simultanément sous l'action des éléments 68, 67, 65 les chevilles glissent parallèlement à l'arbre d'échappement dans le sens de la flèche et cessant d'agir sur la roue 57 à 15 dents ne restent en prise qu'avec la roue 56 à trois dents; les angles d'impulsion et de repos ne sont pas changés et seul l'angle de chute est modifié; il est augmenté d'une valeur correspondant à l'angle des dents supprimées.
La vitesse angulaire de la roue d'échappement est alors cinq fois plus grande que lors du stationnement normal, ce qui veut dire que l'aiguille tourne sur le cadran à une vitesse également cinq fois plus élevée et que le conducteur subit une pénalisation égale à quatre fois la taxe normale de stationnement.
Les fig. 13 à 18 représentent la seconde variante comportant un dispositif de totalisation différentielle.
Comme on le voit à la fig. 13 l'appareil comporte outre l'aiguille principale 9 analogue à celle des exemples précédents une aiguille auxiliaire 69 montée au centre du cadran. Cette aiguille est portée par un canon central 70 monté coulissant sur l'axe 8 de l'aiguille principale et traversant les platines 4 et 3. Le secteur oscillant 12 est monté sur le canon 70 et est solidaire de ce dernier en translation. Sur le canon est également fixée une roue dentée de pénalisation 71 susceptible d'être mise en prise avec un pignon baladeur 72 entraîné à partir du barillet et monté sur un bras oscillant 73 autour d'un axe 74. Sur la roue dentée 71 agit un cliquet élastique 75 formant frein.
Le bras 73 a une extrémité 76 qui coopère avec une came 77 formée sur le levier de déclenchement 43 et qui est maintenue à son contact par un ressort 78, l'agencement étant tel que lorsque le levier de déclenchement 43 vient en position de pénalisation, le pignon baladeur 72 est mis en prise avec la roue dentée de pénalisation 71, la transmission du mouvement jusqu'à cette roue, et par conséquent jusqu'au canon 70 et à l'aiguille auxiliaire 69, assurant la rotation de cette dernière dans le sens contraire à celui de l'aiguille principale et à une vitesse angulaire plus élevée.
Un doigt 18a est prévu sur la platine 3 pour immobiliser, concurremment avec le ressort 21a, le cliquet 20, dans la position des fig. 15 et 16.
Dans le présent exemple, les deux aiguilles vont donc à la rencontre l'une de l'autre et il est prévu un dispositif de verrouillage arrêtant le mouvement d'horlogerie lorsque cette rencontre a lieu.
Ce dispositif comprend (fig. 17 et 18) d'une part une languette 79 formée sur le canon 70 et appliquée par un ressort 80 au contact d'une collerette 81 fixée sur l'axe 8 au voisinage de l'aiguille principale 9 portée par cet axe et, d'autre part, une encoche 82 ménagée dans la collerette 81.

sont conjuguées de telle sorte que lorsque les deux aiguilles ont sur le cadran la même position angulaire la languette pénètre dans l'encoche, le ressort 80 amenant alors le canon 70 de la position de la fig. 17 à celle de la fig. 18 par coulissement le long de l'axe 8; du fait de ce coulissement, le doigt 18 du secteur 12 est déplacé parallèlement à l'axe de l'aiguille dans une position où il cesse d'être en prise avec le bec 19 du cliquet 20. Le secteur oscillant 12 est ainsi libéré et rappelé irréversiblernent par le ressort 17 dans sa position active d'arrêt ce qui verrouille le mouvement d'horlogerie.
Comme on le comprend d'après ce qui précède le levier de déclenchement 43 fait engrener le pignon baladeur 72 avec la roue dentée de pénalisation 71, dès que la limite de stationnement normal est atteinte. According to the embodiment shown in FIGS. 1 to 8 the apparatus comprises a cylindrical casing 1 in the shape of a bowl in which are fixed the plates 2, 3, 4 connected to the bottom of the casing and to each other by pillars 5 (fig. 7) defining compartments intended to receive the mechanisms and parts of the apparatus. A glass 6 is fixed in front of the plate 4, by means of a bezel 7 placed on the case. As the opening of the device is prohibited to the user, this bezel 7 is crimped or made inviolable by an equivalent means.
Between the glass 6 and the plate 4 is mounted on a central axis 8 a hand 9 capable of moving on a time graduation traced on the periphery of the plate 4. The graduation extends over an arc a little less than 360, of which the origin corresponds, in the example shown, to division 50 and the end to division 0. The plate 4, which forms a dial, has windows 10, 11, the purpose of which will be specified later.
In the space between the plates 3, 4 is disposed a movable stop member, consisting of a sector 12 mounted oscillating on the axis 8 by means of a pinion 13 (FIG. 3) fixed at its center and meshing with a toothed sector 14 driving another pinion 15 provided with a lug 16. The sector 12 is movable between two positions, one active shown in FIG. 3 and the other inactive shown in FIG. 4. It is biased towards the active position by a spring 17 fixed at one of its ends to the toothed sector 14, and at the other end to the plate 4. When the lever is in the position corresponding to fig. 1 and 3, the spring 17 maintains the oscillating sector 12 in the active position. When the lever is brought by tilting into the position of FIG. 2, the pawl moves the oscillating sector around axis 8 to the inactive position of FIG. 4.
In its active position (fig. 3) the sector 12 has the role of stopping a clockwork movement of which a few elements have been shown, in particular the barrel 29, the winding axis 30 and a gear train 31 (fig. 7). .
Cooperation between the oscillating sector 12 and the clockwork movement is ensured on the one hand by the lug 16 driven from the oscillating sector by means of the elements 13, 14, 15, on the other hand by the gear train 31 of the clockwork movement, under conditions such as when the oscillating sector is in the active position of FIG. 3, the stop pin 16 is engaged between two teeth of the gear train 31 and blocks the clockwork movement.
The clockwork movement, the operation of which is thus controlled by the oscillating sector 12, is intended to drive, in the normal direction, the hand 9 which is fixed on the axis 8 and which, in combination with the graduation, constitutes a time totalizer. parking.
In the compartment defined by the plates 3 and 4 is also arranged a locking device intended to block the oscillating sector 12 in the active stop position. The apparatus shown in Figs. 1 to 7 finally comprises a trigger mechanism combined with the clockwork movement and adapted to actuate a signal arm, capable of appearing in window 10 of the dial at the expiration of a period determined from the start of a parking period, this period which is, for example, one hour being fixed by the authorities in order to limit parking.
The trigger mechanism comprises a lever 43 pivotally mounted on the shaft 24, which carries the crank 23, and capable of occupying two positions. The signal arm 44 is mounted to pivot on the rear face of the dial about an axis 50 and urged in a retracted position shown in FIGS. 3, 4 and 6 by a spring 51, one end of which is fixed by a lug 52 extending on either side of the arm 44. The combination of the trigger mechanism with the signal arm 44 is obtained by means of a spout 53 formed at the end of the trigger lever 43 and which, when the latter tilts towards its penalization position, engages with the lug 52 and drives the arm 44 in a position shown in FIGS. 2 and 5, for which the arm appears through window 10 of the dial.
This position of the arm 44 is defined by a limit stop 54 mounted on the plate 4.

The crank 23 undergoes an angular displacement due to the rotation of the shaft 24; the pawl 20 is moved upwards and its beak 19 drives the finger 18 carried by the oscillating sector 12 which rotates through a certain angle and comes into inactive position, which has the effect, on the one hand, of making the word appear authorized in the window 10 and on the other hand to unlock the clockwork movement by removing the lug 16 from the gear train 31. The pawl 20 is held in position under the action of the spring 21 and the hook 20a engaged with the tab 37 of the lever 35. The totalizing hand is driven and records the duration of the parking, while the disc 41 which turns behind the window 11 makes it possible to see that the apparatus is working.
The wheel 48 driven by the clockwork movement acts on its side on the finger 46 and consequently on the trigger lever 43 which undergoes a slow and continuous angular displacement.
If the parking time exceeds the limit fixed in advance for the duration of normal parking (one hour in the example chosen), the wheel 48 releases, when the limit is reached, the finger 46 of the trigger lever which under the action of the res-

exit 45 switches to its penalization position (fig. 5) and hooks the lug 52 of the signal arm 44, which is thus brought behind the window 10, in a position visible from the outside (fig. 2). The appearance of the signal 44 indicates that the vehicle is in an irregular situation and may cause the control officers to impose a fine on the driver.
As long as the lever 25 is kept in the position corresponding to the running of the clockwork movement and this, whether or not the normal parking limit has been crossed, the hand 9 continues to record the time spent, provided that it has not reached division 0 of the graduation.
At the end of parking, the operation of the lever 25 in the direction of the stop determines the return of the forbidden indication, the stop of the clockwork movement the return of the release lever to its initial position (fig. 3 ) and, optionally, the erasure of the signal arm 44.
When the needle reaches division 0 of the graduation the notch 33 of the disc 32 of the locking mechanism presents itself in front of the projection 34 of the lever 35 which, driven upwards under the action of its spring 36, lifts the cli- quet 20 and releases the spout 19 out of its position for retaining the oscillating sector 12; the latter switches to its active stop position and definitively blocks the clockwork movement, the finger 18 no longer being able to be hooked by the pawl 20.
Of course the user can exchange his device before the locking of the clockwork movement occurs, which prevents him from exposing himself to penalties. In this case, unused parking time is reimbursed.
Whether or not the parking rights are exhausted, the device returned to the distribution service must be partially disassembled in order to be put back into service.
After removal of the bezel 7 and of the glass 6, a displacement of a suitable amplitude of the oscillating sector 12 in the opposite direction to that of the needles of a clock (fig. 6) brings the finger 18 into contact with the tab 39 of the locking lever 35 and moves the latter into a position which releases the disc 32 and enables the spring to be wound up, the oscillating sector 12 having discovered during its previous movement the axis 30 of the barrel 29.
Once the needle has returned to the division 50 under the effect of the winding movement, it is possible to reset the pawl thanks to the cooperation of the hook 20a with the tab 37; replacing the glass 6 and a bezel 7 completes the preparation of the device for a new service.
There is shown in FIGS. 9 to 18 two variants of the apparatus according to the invention which are adapted not only to indicate, by means of a signal, when the duration of an elementary parking exceeds a determined limit, that the driver is in violation, but also to automatically apply a surcharge proportional to the penalized parking time, this surcharge being added to the normal parking tax. This result is achieved thanks to a differential totalization device.
According to the first of these variants shown in FIGS. 9 to 12, there is provided in the clockwork movement a variable speed escapement device making it possible to increase the angular speed of the totalizing hand 9. This device essentially comprises, mounted on a shaft 55 driven by the barrel, by means of cogs not shown, two escape wheels of the same diameter 56 and 57, the wheel 57 constituting a usual escape wheel with 15 teeth while the wheel 56 is a penalty escape wheel which carries teeth the number of which is less than 15 and which each coincide axially with a tooth of wheel 57. In the example shown, wheel 56 has 3 teeth.
The usual anchor 58 which receives through its pins 59, 60 the impulses from the escape wheel 56 or 57 and transmits them to the sprung balance 61, is mounted on a pin 62 which passes through the plates 2 and 3 in which it can slide while driving the anchor; the length of this axis 62 is greater than the distance between the two plates

This cam is formed at one of the free ends of a lever 67 pivotally mounted on the plate 3 and the other end of which cooperates with a projection 68 formed on the lever 43 of the trigger mechanism under conditions such as the pins 59 , 60 of the anchor, in response to the action of the cam 65, cooperate with the wheels 56 and 57 or only with the wheel 56, depending on whether the release lever 43 is or is not in the penalty position (fig. 9). and 10) respectively.

The angular speed of the escape wheel is then five times greater than during normal parking, which means that the needle turns on the dial at a speed also five times higher and that the driver suffers a penalty equal to four times the normal parking fee.
Figs. 13 to 18 represent the second variant comprising a differential totalization device.
As seen in fig. 13 the apparatus comprises, in addition to the main needle 9 similar to that of the preceding examples, an auxiliary needle 69 mounted in the center of the dial. This needle is carried by a central barrel 70 slidably mounted on the axis 8 of the main needle and passing through the plates 4 and 3. The oscillating sector 12 is mounted on the barrel 70 and is integral with the latter in translation. On the barrel is also fixed a toothed penalization wheel 71 capable of being engaged with a sliding pinion 72 driven from the barrel and mounted on an oscillating arm 73 around an axis 74. On the toothed wheel 71 acts a elastic pawl 75 forming a brake.
The arm 73 has one end 76 which cooperates with a cam 77 formed on the trigger lever 43 and which is maintained in contact with it by a spring 78, the arrangement being such that when the trigger lever 43 comes into the penalization position, the sliding pinion 72 is engaged with the penalization toothed wheel 71, the transmission of movement to this wheel, and consequently to the barrel 70 and to the auxiliary needle 69, ensuring the rotation of the latter in the direction opposite to that of the main needle and at a higher angular speed.
A finger 18a is provided on the plate 3 to immobilize, concurrently with the spring 21a, the pawl 20, in the position of FIGS. 15 and 16.
In the present example, the two hands therefore meet each other and a locking device is provided which stops the clockwork movement when this meeting takes place.

The oscillating sector 12 is thus released and returned irreversibly by the spring 17 in its active stop position, which locks the clockwork movement.
As can be understood from the foregoing, the release lever 43 causes the sliding pinion 72 to engage with the penalization toothed wheel 71, as soon as the normal parking limit is reached. The auxiliary needle 69 is therefore driven at a speed conditioned by the choice of the ratios of the various cogs, such a choice being made as a function of the severity of the penalty which one wishes to impose on the users; the main needle 9 rotates simultaneously at its own speed and, as has already been said, the meeting of the two needles causes the device to lock.
Of course, if the user has never parked beyond the normal parking limit, the coincidence of the hands and the locking of the clockwork movement take place on division 0 of the dial.
