Il Appareil pour le contrôle du temps de stationnement d'un véhicule ou autre engin"
La présente invention a pour objet un appareil perfec-' tionné pour la perception de taxes de stationnement et le contrô- le du temps de stationnement de véhicules routiers dans les rues, parcs ou emplacements réservés.
Cet appareil est remarquable notamment en ce qu'il comporte à l'intérieur d'un boîtier scellé, inviolable: un organe d'arrêt susceptible d'être déplacé manuellement depuis l'extérieur du boîtier entre deux positions active et inactive correspondant respectivement à l'interdiction et à l'autorisation de station-.

lues de l'extérieur entraîné par ce mouvement d'horlogerie pour totaliser les temps des périodes successives de station- nement, un dispositif de verrouillage actionné par ce totali- sateur pour verrouiller ledit organe d'arrt en position active d'interdiction lorsqu'un total déterminé a.été atteint par le totalisateur et un dispositif optique pour indiquer à chaque instant l'état de marche ou d'arrêt du mouvement d'horlogerie.
L'appareil est prévu pour être mis à la disposition des usagers contre paiement d'une somme correspondant à un droit de stationnement d'une durée globale déterminée qui est par exemple de 50 heures et constitue ce qui a été appelé ci- dessus le "total déterminé". L'usager dispose ainsi d'une sorte de provision utilisable par fractions de durée quelcon- que, dans la limite du temps total, de la même manière qu'on .utilise la provision.d'un compte bancaire, au moyen de chèques, Au début de chaque stationnement l'usager amène l'organe d'arrêt en position inactive,d'autorisation. ce qui provoque le déblocage du mouvement d'horlogerie et la mesure du temps de stationnement;
A la fin de.celui-ci, l'usager ramène l'organe mobile en position d'interdiction ce qui . neutralise le mouvement d'horlogerie jusqu'au prochain stationnement. Lorsque le temps total pour lequel l'appareil a été réglé est atteint l'appareil est automatiquement verrouillé en position d'interdiction.

Suivant le mode d'exécution représenta aux Fig. 1 à
8 l'appareil comporte un boîtier cylindrique 1 en forme de curette dans lequel août fixées des platinée 2. 3.4 reliées au fond du boîtier et entre elles par des piliers
5 (Fig.7) délimitant des compartiments destinés à recevoir les mécanismes et organes de l'appareil. Un verre 6 est appliqué contre la platine 4, au moyen d'une lunette 7 posée sur le'boîtier. Comme l'ouverture de l'appareil est interdite à l'usager, cette lunette 7 est sertie ou rendue inviolable par un moyen équivalent
Entre le verre 6 et la platine 4 est montée sur un axe central 8 une aiguille 9 susceptible de se déplacer sur une graduation horaire tracée sur la périphérie de la platine 4.
La graduation s'étend sur un arc un peu inférieur à 8600.* dont l'origine correspond, dans l'exemple représenté, à 'la division "50" et l'extrémité à la division "0". La platine 4, qui forme cadran, comporte des fenêtres 10, Il dont le but .sera précisé plus loin.
Dans l'espace compris entre les platines 3. 4 est disposé un organe mobile d'arrêt, constitué par un .,,.. secteur 12 monté oscillant sur l'axe 8 grâce à un pignon 13 (Fig.3) fixé en.son centre .et engrenant avec un secteur denté 14 entraînant un autre pignon .15 pourvu d'un ergot 16. Le secteur 12 est mobile entre deux positions, l'une active représentée à la Fig. 3 et l'autre inactive

représentée à la Fig. 4.
Il est sollicité vers la position active par un ressort 17 fixé à lune de ses extrémités au secteur denté 14, et à l'autre extrémité à la platine 4, En vue de son déplacement vers la position inactive. à l'encontre du ressort 17 le secteur oscillant 12 est combiné avec un dispositif de manoeuvre.
Ce dispositif comprend (Fig. 3 à 7) un doigt 18 porte par le secteur 12 et coopérant avec le bec 19 d'un cliquet 20 sollicita dans le sens de l'encliquetage par un ressort 21 et articulé en 22 sur une manivelle 23.
L'extrémité libre 20a du cliquet 20 est en forme de crochet.
La Manivelle 23 est solidaire en rotation d'un arbre 24, monte à frottement sur des portées constituées par les platines 2, 3 et le fond du boîtier 1. Une manette
25 (Fig. 1. 2. 7) est montée rigidementsur l'une des extrémités de cet arbre, cette extrémité faisant saillie à l'extérieur du boîtier, pour assurer la manoeuvre manuelle du secteur oscillant. Un élément élastique 26, en saillie sur la platine 3, est adapté pour s'engager dans l'un ou l'autre dc deux crans 27, 28 ménagés sur la manivelle 23, de manière à définir les positions extrêmes de la manette 25,
Lorsque la manette est dans la position correspondant à la Fig. 3 le ressort 17 maintient le secteur oscillant 12 . en position active.
Lorsque la manette est amenée par basculement dans la position de la Fig. 2,le cliquet déplace le secteur oscillant autour de l'axe 8 jusqu'à:la' position inactive de la Fig, 4.
Dans sa position active (Fig.3) le secteur 12 a pour rôle d'arrêter un mouvement d'horlogerie dont on a représenté quelques éléments, notamment le barillet 29,

l'axe de remontre 30 et un rouage 31.
La coopération entre le secteur oscillant 12 et le mouvement d'horlogerie est assurée d'une part par l'ergot

lfi entraîné à partir du seoteu r oscil.?ant=,p or 1 lintermé- diaire des éléments 13, 14, 15, d'autre part par le rouage 31 du mouvement d'horlogerie, dans des conditions telles que lorsque le secteur -oscillant est dans la position active de la Fig. 3 l'ergot d'arrêt 16 est engagé entre deux dents du rouage 31 etbloque le mouvement d'horbgerie.
Le mouvement d'horlogerie dont'la marche est ainsi contrôlée par le secteur oscillant 12 est destiné à entraîner, dans le sens normal', l'aiguille 9 qui est fixée sur l'axe 8 et qui constitue en combinaison avec la graduation un totalisateur de temps de stationnement.
Dans le compartiment défini par les platines 3 et 4 est également disposé un dispositif de verrouillage destiné à bloquer le secteur oscillant 12 dans la position active d'arrêt, Ce dispositif comprend un 'disque 32 fixé en son centre sur l'axe 8.de l'aiguille (Fig. 5 à 8); dans ce disque est ménagée.une encoche 33 destinée à recevoir une saillie 34 prévue sur un levier de verrouillage 35 monté pivotant sur l'arbr.e 24 et appliqué au contact du disque par un ressort 36.
L'extrémité libre de ce levier forme un patte 37 qui fait saillie, à travers une fenêtre 38, sur; la platine 3, de manière à soulever le cliquet 20, lorsque la saillie 34 est¯ engagée dans l'encoche 33, et à déplacer le bec 19 hors de sa position d'engagement avec le doigt 18; le secteur oscillant est alors libéré et amené sous l'action du ressort 17 dans sa position inactive.. et l'articulation sur l'arbre 24 du levier de verrouillage est également formée une patte 39 qui fait saillie sur la platine 3 à travers une fenêtro 40, dans un but qui apparat tra dans la suite.
Pour indiquer si.le secteur oscillant 12 est en position de stationnement autorise ou interdit et si, corrélativement, le mouvement d'horlogerie est à l'état do marche ou d'arrêt, le secteur 12 porte les mentions "interdit" et "autorisé" qui apparaissent dans la fenêtre
10 de la platine 4 suivant que le secteur est dans la position active des Fig. 1, 3 et6 ou dans la position inactive des Fig. 2, 4 et 5. Bien entendu ces mentions peuvent être complétées ou remplacées par l'application de couleurs appropriées.
Dans un même but de signalisation optique un disque!
41 est fixé sur un axe 42 du mouvement d'horlogerie et porte des secteurs de couleurs différentes apparaissant dans la fenêtre 11 du cadran; la rotation de ce disque crée lorsque le mouvement d'horlogerie est actif un effet lumineux qui peut être perçu à distance.
L'appareil représenté aux Fig, 1 à 7 comporte enfin un mécanisme de retardement combiné avec le mouvement d'horlogerie et adapté pour actionner un bras de signalisa- tion, susceptible d'apparaître dans la fenêtre 10 du cadran à l'expiration d'un délai déterminé depuis le commencement' d'une période de stationnement, ce délai qui est, par exemple, d'une heure étant fixé par les autorités en vue de limiter le stationnement.
Le mécanisme de retardement comprend un levier 43 monté pivotant sur l'arbre 24, qui porte la manivelle 23,

et susceptible d'occuper deux positions. L'une de ces positions, position de pénalisation, est représentée à . la Fig. 5 et correspond à la présence d'un bras de signa- lisation 44 dans la fenêtre 10; l'autre position (Fig. 3, 4,
6) correspond à l'effacement de cet élément.
Ce levier, qui est sollicité .vers sa position de.pénalisation par un ressort
45, coopère d'une part, au moyen d'un doigt 46 fixé sur lui et traversant en 47 la platine 3, avec un pignon 48 monté, . à frottement dur sur l'axe 30 du mouvement d'horlogerie est d'autre part, avec la manivelle 23 solidaire de la manette de manoeuvre 25, dans des conditions telles que dans la position d'arrêt de la manette 25 le levier de retardement
43 est bloqué en position de non-pénalisation par l'engage- ment du doigt 46 entre deux dents du pignon 48 et que, pour la position de marche de la manette, il.est amené en position de pénalisation sous l'effet du dégagement du doigt 46 hors du pignon 48, et de l'action du ressort 45,
à la suite d'une rotation de ce pignon d'une amplitude déterminée qui correspond à l'expiration dudit délai-. La coopération du levier 43 avec la manivelle 23 est réalisée grâce à une concavité 49 prévue sur le levier, dans laquelle l'axe 22 peut venir s'engager pour basculer le levier de retardement et imposer grâce au doigt 46, undéplacement angulaire au pignon 48, à la suite duquel le levier 43 est bloqué en position de non-pénalisation.
Le bras de signalisation 44 est monté pivotant sur la face arrière du cadran autour d'un axe 50 et sollicité dans une position effacée représentée aux Fig. 3, 4, 6 par un ressort 51 dont l'une des extrémités est fixéo par un¯ergot 52 s'étendant de part et d'autre du bras 44.

La combinaison du mécanisme à retardement avec le bras de signalisation. 44 est obtenue au moyen d'un bec 53 formé à lcxtrémité du levier de retardement43 etqui, lorsque cc dernier bascule vers sa position de pénalisation, vient en prise avec l'ergot 52 et entraîne le bras '44 dans une position représentée aux Fig. 2 et 5, pour laquelle le bras apparaît à travers la fenêtre 10 du cadran.. Cette position du bras 44 est définie par une butée 54 de fin de course montée sur la platine 4.
Le fonctionnement et le mode d'emploi de l'appareil sont les suivants :
L'usager reçoit, contre paiement, un appareil dans l'état ci-après ; - le'ressort du mouvement d'horlogerie est remonté, - l'aiguille 9 indique sur le cadran le temps corres- pondant à la somme qui a été versée, soit 50 heures dans l'exemple représenté, - la manette 25 est dans la position de la Fig. 1, ce qui veut dire que le mouvement d'horlogerie est à l'arrêt, que la mention "interdit" est visible dans la fenêtre 10 et que le doigt 46 du levier de retardement est bloqué par le pignon 48,
Au moins pendantle temps de stationnementdans un emplacement soumis à réglementation l'appareil est placé ' à l'intérieur du véhicule dans une position où. il peut-être 'vu de l'extérieur.
Au commencement d'une période de station- nement l'usager'met la manette 25 dans la position repré- sentée à la Fig. 2.
La manivelle 23 subit un déplacement angulaire du fait de la rotation de l'arbre 24; le cliquet 20 est

déplacé vers le.haut et son bec 19 entraîne le doigt 18 port' par le secteur oscillent 12 qui tourne d'un certain angle et vient en position -inactive, ce qui a pour effet, d'une part -de faire apparaître le mot "autorisé" dans la fenêtre 10 et d'autre part de débloquer le mouvement d'horlogerie grâce au 'retrait de l'ergot 16 hors du rouage
31. Le cliquet 20 est maintenu en position sous l'action du ressort 21 et du crochet 20a en prise avec la patte 37 du levier 35. L'aiguille totalisatrice est entraînée et enregistre la durée du stationnement, tandis que le disque
41 qui tourne derrière la fenêtre 11 permet de se rendre compte que l'appareil fonctionne.
Le pignon 48, entraîné par le mouvement d'horlogerie agit de son côté sur le doigt 46 et par conséquent sur le levier de retardement 43 qui subit un déplacement angulaire lent et continu.
Si le temps de stationnement excède la limite fixée à l'avance pour la durée 'du stationnement normal, (une heure dans l'exemple choisi), le pignon 48 libère, au moment où la limite .est atteinte', le doigt 46 du levier de retardement qui sous l'action du ressort 45 bascule vers 'sa position de pénalisation (Fig.5) et accroche l'ergot 5? du bras de signalisation 44, qui est ainsi amené derrière la fenêtre 10, dans une position visible de l'extérieur (Fig. 2). L'apparition du signal 44 indique .que le véhicule est en situation irrégulière et peut ' ..déterminer les agents de contrôle à infliger une amende au conducteur.
Aussi longtemps que la manette 25 est maintenue dans la position correspondant à la marche du mouvement

d'horlogerie et ce, que la limite de stationnement normal ait ou non été franchie, l'aiguille 9 continue à enregis- trer le temps passé, à condition qu'elle n'ait pas atteint la division "0" de la graduation.
A la fin du stationnement la manoeuvre de la man'ette
25 dans le sens de l'arrêt détermine le retour de l'indication "interdit", l'arrêt du mouvement d'horlogerie le rappel du levier de retardement dans sa position initiale (Fig.3) et, éventuellement, l'effacement du bras de signali- sation 44.
Lorsque l'aiguille atteint la division "0" de la graduation l'encoche 33 du disque 32 du mécanisme de verrouillage se présente devant la saillie 34 du levier 35 qui, entraîne vers le haut sous l'action de son ressort 36, soulève le cliquet 20 et dégage le bec 19 hors de sa position de retenue du secteur oscillant 12; ce dernier bascule dans sa position active d'arrêt et bloque définitive- ment le mouvement d'horlogerie, le doigt 18 ne pouvant plus être accroché,par le cliquet 20.
Bien entendu l'usager peutéchanger son appareil avant que le .verrouillage du mouvement d'horlogerie se produise, ce qui lui évite de s'exposer à des pénalités.
Le temps de stationnement non utilisé lui est, dans ce cas remboursé.
Que les droits de stationnement soient ou non épuisés, l'appareil remis au service de distribution doit être partiellement démonté pour être remis en état de service.
Après l'enlèvement de la lunette 7 et du verre 6 un déplacement d'une amplitude convenable du secteur oscillant 12 dans le sens contraire à celui des aiguilles

J'une montre (Fig.6) amène le doigt 18 au contact do la patte 39 du levier de verrouillage 35 et déplace -ce dernier dans une position qui libère le disque 32 et permet d'effectuer le remontage du ressort, le secteur oscillant 12 ayant découvert au cours (le son mouvement antérieur l'axe 30 du barillet 29. Une fois l'aiguille ramenée devant la division "50" sous l'effet du mouvement' de remontage il est possible de réarmer le cliquet grâce à la coopération du crochet 20a avec la patte 37; la remise en place du verre 6 et d'une lunette 7 complète la préparation de l'appareil en vue d'un nouveau service.
On a représenté aux Fig. 9 à 18 deux modes d'exécution d'une variante de l'appareil suivant l'invention qui lorsque la durée d'un stationnement élémentaire dépasse une limite déterminée, est adaptée non seulement pour indiquer, au moyen d'un signal, que le conducteur est en état d'infraction, mais encore pour appliquer automatique- ment une surtaxe proportionnelle au temps de stationnement pénalisé, cette sur.taxe rajoutant à la taxe normale de stationnement. Ce résultat est atteint grâce à un dispositif de totalisation'différentielle.
Suivant un'premier mode d'exécution de cette variante représenté aux Fig. 9 à 12, il est prévu dans le mouvement d'horlogerie un dispositif d'échappement à vitesse variable' permettant d'augmenter la vitesse angulaire de l'aiguille totalisatrice 9. Ce dispositif comprend essentiellement monté sur un arbre 55 entraîné par le barillet, par l'inter- médiaire de rouages non représentés, deux roues d'échappement de même diamètre 56 et 57,
la roue 57 constituant une roue d'échappement usuelle à 15 dents tandis que la roue 56 est

une roue d'éohappement do "pénalisation" qui porte des dents dont le nombre est inférieur à 15 et qui coïncident chacune ' suivant la direction de l'arbre 55 avec une dent de la roue 57. Dans l'exemple représenté la roue 56 est à 3 dents, L'ancré usuelle 58 qui reçoit par ses griffes 59, 60 les impulsions de la roue d'échappement 56 ou 57 ct les transmet au balancier-spiral 61, est montée sur un axe 62 qui traverse. les platines 2 et 3 dans lesquelles il peut coulisser en entraînant l'ancre;
la longueur de cet axe 62 est supérieure à l'écartement des deux platines ot l'une de ses extrémité 63, en saillie sur la platine 3, est soumise dans un sens à l'action d'un ressort 64 de faible puissance agissant sur son autre extrémité et dans l'autre sens qui correspond à la flèche, à l'action d'une came de commande 65 appliquée à son contact au moyen d'un ressort. 66 (Fig.9).
Cette came est formée à l'une des extrémités libre d'un levier 67 monté pivotant sur la platine 3 et dont l'autre extrémité coopère avec une saillie 68 formée sur le levier 43 du mécanisme de retardement dans des conditions telles que les griffes 59, 60 de l'ancre, en réponse à l'action de la came 65, coopèrent avec la roue 56 ou la roue 57, suivant que le levier de retardement 43 est ou non en position de pénalisa- tion (Fig.9 et 10. respectivement);
Au cours du stationnaient normal (Fig.9 et Il) le levier de retardement 43, qui est en position de non-péna- lisation, maintient donc l'ancre 58 en coopération avec la roue 57 à 15 dents, ce qui correspond à l'échappement normal. l'aiguille 9 indique alors le temps réellement passé.

avec une dent de la roue 57 et une dent de la roue 56 mais la présence de cette dernière ne crée aucune perturbation., la'coïncidence des dents correspondantes étant parfaite, Des.que la limite 'de stationnement,normal est atteinte le levier de retardement est mis dans sa portion de pénalisation qui fait apparaître le bras de signalisation.44 dans la fenêtre 10 du cadran.
Simultanément sous l'action des éléments 68, 67, 65 les griffes glissent parallèlement à l'arbre d'échappement dans le gens de la flèche et cessant d'agir sur la roue 57 à 15\dents viennent en prise avec la roue 56 à 3 dents ; les angles d'impulsion et de repos ne'sont pas changés et seul l'angle de chute est modifié; il est augmenté d'une valeur correspondant à l'angle des dents supprimées. La vitesse angulaire de la roue d'échappement est alors 5 fois plus grande que lors du stationnement normal, ce quiveut .dire que l'aiguille tourne sur le cadran à une vitesse également 5 fois plus élevée et que le conducteur subit une pénalisation égale à 4 fois -la taxe normale de stationnement.
Les Fig. 13, à 18 représentent un autre mode d'exécu- tion'de la variante de l'appareil comportant un dispositif de totalisation différentielle,
Comme on le, voit à la Fig. 13 7.'appareil comporte outre l'aiguille principale 9 analogue à celle' .des exemples précédents une aiguille auxiliaire 69 montée au centre, du- cadran. Cette aiguille est'portée par un canon centrai 70 monté coulissant sur l'axe 8 de l'aiguille principale et traversant les platines 4 et 3. Le secteur oscillant 12 est monté sur le canon 70 et est solidaire de ce dernier en translation.
Sur le canon est également fixée une roue dentée

de pénalisation 71 susceptible d'être mise en prise avec un pignon baladeur 72 entraîné à partir du barillet et monte sur un bras oscillant 73 au moyen d'un axe 74, Sur la roue dentée 71 agit un cliquet élastique 75 formant frein.
Le bras 73 a une extrémité 76 qui coopère avec une came 77 formée sur le levier de retardement 43 et qui est maintenue son contact par un ressort 78, l'agencement étant tel que lorsque le levier de retardement 43 vient en position de pénalisation le pignon baladeur 72 est mis en prise avec la roue dentée de pénalisation 71, la transmission du mouvement jusqu'à cette roue, et par conséquent' jusqu'au canon 70 et à l'aiguille auxiliaire 69, assurant la rotation de cette dernière dans le sens contraire à celui de l'aiguille princi-- pale et à une vitesse angulaire plus élevée.
Un doigt 18a est prévu sur la platine 3 pour immobi- liser, concuremment avec le ressort 21a. le cliquet 20, dans la position dcs Fig, 15 et lô.
Dans le présent exemple les deux aiguilles vont donc à la rencontre l'une de l'autre et il est prévu un disposi- tif de verrouillage arrêtant le mouvement d'horlogerie lorsque cette rencontre a lieu, 'ce dispositif comprend (Fig, 17 et 18) d'une part une languette 79 formée sur le canon 70 et appliquée par un ressort 80 au contact d'une collerette 81 fixée sur l'axe 8 au voisinage de l'aiguille principale 9 portée ; . par cet axe et'd'autre part par une encoche 82 ménagée dans la collerette 81.
La languette 79 et l'encoche 82 sont conjuguées de telle sorte que lorsque les deux aiguilles ont sur le cadran la même position angulaire la languette pénètre dans l'encoche, le ressort 80 amenant alors le
