Um dispositivo de comunicação instalado no veículo com um selim inclui uma unidade de comunicação 29, que pode se comunicar com o dispositivo de comunicação em terra, uma leitora de cartão 25 e uma unidade de controle. A leitora de cartão 25 lê, da memória de IC da chave de cartão 25, a informação para operação da unidade de comunicação 29, enquanto a unidade de controle controla a operação da unidade de comunicação 29. Pelo menos a unidade de comunicação 29 e a leitora de cartão 25 estão abrigadas na caixa de medidor 10, na parte frontal da motocicleta. A caixa de medidor 10 é formada com a fenda para cartão 10a para recebimento da chave de cartão.
