My invention has for its object to furnish an improved file and binder for ling and binding temporarily or permanently,papers, pamphlets, and other periodicals, successively as they are received, and
. which shall be simplev in construction, easily and` conveniently manipulated, and will hold Ithe papers se` curely and without mutilating 'them or interfering with their being subsequently bound; and U It consists in the construction ,and combination -of various parts of' the file and binder, as hereinafter more fully described. l
A and B represent the two parts or leaves of the cover, which are made of book-binders'board in the ordinary manner, and which are connected with each other by a flexible back, C, as shown in fig; 2.
D are'leather'straps, which are connected at one end to one of the plates or leaves of the cover, as A, by rivets or other convenient and substantial means. The straps D have each two rows of' holes formed in them, as shown'in fig. 1.

lVhen using the ijle and binder for the first paper, the paper is laid in'place upon the leaf or plate A of the cover, and the piercer or needle F passed through ithe first hole of one of the rows ot' holes in the straps D, and through the paper to be tiled at its back or` fold, and is passed back through the paper and the first hole of the other Vrow of holes in said straps. The cord or tape E is then passed once ortwioe through a hole or holes in the end of the straps D, and the said cords or tapes E- and straps D are passed l through the keepers G, and drawn tight, bringing the inner or rear edges of the plates or leaves A B`close to the paper or papers filed.
Thefree ends ofthe cords or tapes E' are thenl passed around and secured to *smalltlat belaying cleatslH, or other suitable fastenings attached'to the plate or leaf B of the cover near its outer edge.
