Полезная модель относится к области строительства и может быть использована при изготовлении стеновых панелей ограждающих конструкций зданий, возводимых в условиях Сибири и Крайнего Севера. Конструкционно-теплоизоляционный элемент, включающий ячеистый скелет, часть ячеек которого заполнена теплоизоляционным материалом, с образованием, по крайней мере, одного слоя ограждения, при этом ячейки скелета выполнены в виде напрягаемых трубчатых упруго-эластичных элементов каркасного типа, из резиноподобного материала, взаимосвязанных между собой, при этом трубчатые элементы (2) заполнены вспененной массой (3), например, пенополистиролом или его производными и уложены вплотную друг к другу во внутреннем пространстве стеновой панели (1).
