Abstract

본 발명은 교통관련업무에 사용하기 위한 IC카드와 이를 이용하여 운전자와 교통경찰관 사이에 발생되는 교통관련업무를처리하기 위한 장치 및 방법에 관한 것이므로, 본 발명에 의한 교통업무에 사용하기 위한 운전자용 카드는, 운전자의 신분을 확인하기 위한 정보를 기록하는 운전자 정보영역; 및 운전자의 교통업무에 관련된 정보를 기록하는 교통관련 정보영역을 포함한다.
본 발명에 의하면, 운전자의 IC카드를 이용하여 교통관련 업무를 중앙처리장치와 온라인 또는 오프라인으로 처리할 수 있음으로써, IC카드를 보다 효율적으로, 특히 교통관련 업무에 적용하여 사용할 수 있으며, 또한 경찰업무의 효율과 보안및 운전자의 편의를 제공할 수 있는 잇점이 있다.

교통업무용 카드 및 이를 이용한 교통업무 처리장치 및 방법
본 내용은 요부공개 건이므로 전문내용을 수록하지 않았음
제1도는 본 발명에 의한 교통관련업무에 사용하기 위한 IC카드의 정보 포맷을 도시한 것, 제2도는 본 발명에 의한 IC카드를 이용한 교통관련업무를 처리하기 위한 장치의 구성도, 제3도는 제2도에 도시된 휴대용 단말기의 상세 구성블럭도.

Claims (10)

  1. 데이타메모리부와, 상기 데이타메모리부에 대해 데이타를 독출하거나 기록하기 위한 제어부를 구비하여,외부장치에 대해 데이타를 선택적으로 입출력할 수 있는 휴대용 카드에 있어서, 상기 데이터메모리부는 운전자의 신분을 확인하기 위한 정보를 기록하는 운전자정보영역; 및 운전자의 교통업무에 관련된 정보를 기록하는 교통관련 정보영역을 포함함을 특징으로 하는 교통업무에 사용하기 위한 운전자용 카드.
  2. 제1항에 있어서, 직불거래에 관련된 정보를 기록하는 직불거래정보영역; 및 선불거래에 관련된 정보를 기록하는 선불거래정보영역을 더 포함함을 특징으로 하는 교통업무에 사용하기 위한 운전자용카드.
  3. 모든 운전자에 대한 신분정보 및 교통관련 정보를 저장하고, 휴대용 단말수단으로부터 전송되는 정보를 처리하기 위한 휴대용 단말기; 교통업무에 사용하기 위하여 각 운전자에게 발급되고, 운전자에 대한 신분정보 및 교통관련 정보를 기록 및 독출하기 위한 운전자용 카드; 상기 운전자용 카드에 의하여 운전자에 대한 신분확인 및 벌금처리를 상기 중앙처리수단과 온-라인 또는 오프-라인으로선택적으로 통신하여 처리하기 위한 휴대용 단말수단; 및 상기 휴대용 단말수단에 의하여 처리된 내용을 문서로 출력하기 위한 출력수단을 포함함을 특징으로 하는 교통업무 처리장치.
  4. 제3항에 있어서, 상기 휴대용 단말수단에 연결되고, 상기 휴대용 단말수단과 상기 중앙처리수단 간의 데이타처리를 무선통신에 의하여 온-라인으로 처리하기 위한 무선변환수단을 더 포함함을 특징으로 하는 교통업무 처리장치.
  5. 제3항에 있어서, 상기 휴대용 단말수단은 상기 운전자용 카드를 흡입하기 위한 카드삽입수단; 사용모드를 설정하고, 운전자에게 부과되는 벌금내역을 포함한 교통관련 정보를 입력하기 위한 입력수단; 상기 운전자용 카드로부터 독출된 정보를 표시하거나 상기 입력수단을 통하여 입력된 정보를 표시하기 위한 표시수단; 상기 운전자용 카드로부터 독출된 정보, 및 상기 입력수단을 통하여 입력된 정보를 저장하기 위한 저장수단; 및 상기 운전자용 카드로부터 독출된 정보 및 상기 입력수단을 통하여 입력된 정보를 처리하고, 상기 중앙처리수단과 온라인 또는 오프라인으로 정보전송을 수행하기 위한 제어수단을 포함함을 특징으로 하는 교통업무 처리장치.
  6. 제3항에 있어서, 상기 휴대용 카드는 직불거래에 관한 정보 및 선불거래에 관한 정보를 더 포함하고, 상기 휴대용 단말기는 상기 휴대용 카드의 정보에 따라 벌금처리를 직불거래 또는 선불거래로서 수행하고, 상기 출력수단은 상기 벌금처리 거래내역을 기록한 문서를 출력함을 특징으로 하는 교통업무 처리장치.
  7. 운전자용 카드에 기록된 운전자의 주민등록사항 및 사고경력, 벌점내역을 포함한 교통업무에 관련된 정보를 조회하는 운전자정보 조회과정; 운전자에 대하여 차적 또는 수배자 조회가 필요한 경우, 중앙처리장치와 온라인으로 차적 또는 수배자에 대해 조회하는 차적조회과정; 운전자의 교통위반에 대하여 벌금을 부과하고, 부과된 벌금에 대하여 납입 처리하는 벌금처리과정; 상기 벌금처리과정에서 발생된 정보를 운전자용 카드 및 교통경찰관의 휴대용 단말기에 각각 저장하는 저장과정; 및 상기 휴대용 단말기에 저장된 정보를 일괄하여 중앙처리장치에 온라인으로 전송하는 정보전송과정을 포함함을 특징으로 하는교통업무 처리방법.
  8. 제7항에 있어서, 상기 운전자정보 조회과정을 수행하기 전에, 휴대용 단말기의 사용에 대한 보안을 유지하기 위하여, 경찰관의 신분확인용 카드에 의하여 권한있는 사용자인지의 여부를 확인하는 경찰관 확인과정을 더 포함함을 특징으로 하는 교통업무 처리방법.
  9. 제8항에 있어서, 상기 경찰관 확인과정은 상기 휴대용 단말기의 전원을 처음 켤 때 한번 수행됨을 특징으로 하는 교통업무 처리방법.
  10. 제7항에 있어서, 상기 벌금처리과정은 운전자의 교통위반에 대하여 별금을 부과하는 벌금부과단계; 부과된 벌금에 대한 납부 방법으로 직불처리, 선불처리, 또는 은행납부처리 중에 하나의 방법을 선택하는 납부방법 선택단계; 상기 납부방법 선택단계에서 직불처리를 선택한 경우, 운전자용 카드의 직불계좌에 대해 벌금 수납 처리하고, 운전자에게 영수증을 발급하는 직불처리단계; 상기 납부방법 선택단계에서 선불처리를 선택한 경우, 운전자용 카드의 선불계좌에 대해 벌금 수납 처리하고, 운전자에게영수증을 발급하는 선불처리단계; 및 상기 납부방법 선택단계에서 은행납부처리를 선택한 경우, 운전자에게 벌금부과 고지서를 발급하는 은행납부 처리단계를 포함함을 특징으로 하는 교통업무 처리방법.
