CONSTITUTION:Since charges are stored in a capacitor C in advance by a charging circuit 10 prior to the start time, charges from the power source voltage are added to the pre-charged charges at the start time, excessive charges are discharged from both terminals of a charging and discharging circuit 31, and even a lamp with the high lamp starting voltage can be lit. The charging circuit 10 is not operated by a switching circuit 20 after the start, thus the wasteful power consumption can be saved when a lamp with the lamp voltage somewhat lower than the power source voltage is used. The charging circuit 10 is separated from the AC power source, thus no trouble occurs for switching or the like.
