PURPOSE:To make it possible to obtain a power-type integrated circuit device and a control device using it in a short design term, on the occasion of changing circuit and expanding variety, by constituting the controlling part of the power- type integrated circuit device by using a gate array. CONSTITUTION:In a chip 1, at least one pair of a controlling part 3 and an output part 2 is arranged. A first power supply voltage to be supplied to the output 2, and a second power supply voltage to be supplied to the controlling part 3 are provided. The first power supply voltage value is made higher than or equal to the second power supply voltage value. In the integrated circuit device like this, the above-mentioned controlling part 3 is constituted as follows; basing cells 4 composed of one or more transistors are previously arranged in a regular manner, and these cells 4 are connected by using a wiring layer of single layer or several layers and connecting holes to mutually connect the wiring layers so as to realize a desired operation. For example, the above- mentioned controlling part 3 is constituted of a central control unit 8, an input part 9, an operation part 10, an output controlling part 11 and a storage part 12, and the output part 2 is constituted of an output element 13.
