Abstract

PURPOSE:To prevent the oscillating phenomenon of a buffer memory and to increase the picture quality, by changing the encoding characteristics at each frame in accordance with the amount of coded data precalculated and controlling the amount of data generation. CONSTITUTION:A subtractor 9 subtracts a local decoding signal obtained at an adder 17 from an input terminal 8 and obtains a differential value between frames. This differential value is transmitted to a nonlinear circuit 10, and a signal as a result of an output signal of the circuit 10 added with the local decoding signal is delayed by one frame at a frame delay circuit 13. A calculation circuit 12 for data generating amount calculates the amount of encoded data gen eration for one frame time through the use of an output of the circuit 10 and controls the encoding characteristics. The differential value between the output signal of the circuit 13 and that of a frame delay circuit 15 provided after the circuit 13 is quantized at a quantizing circuit 16 to transmit a quantization representative value and transmission code. The quantization representative value and the output of the circuit 15 are added 17, and the output is transmitted to the subtractor 9 and the circuit 15. The transmission code generated at the circuit 16 is transmitted from a terminal 19.
