Abstract

PURPOSE:To obtain a very small-size device operated in a high speed, by outputting forecast values corresponding to plural forecast functions for the picture signal which traverses plural scanning lines and is outputted in the order of blocks. CONSTITUTION:An input picture signal is supplied to a scanning converting circuit 10 to form blocks, and they are supplied to a delay circuit 90 and an optimum forecast function discriminating circuit 80. The difference between the picture signal, which is supplied from the delay circuit 90 to a subtracting circuit 20, and a forecast signal is operated, and the forecast error signal is quantized and is supplied to an information compression circuit 70, and simultaneously, the output of a forecast signal generating circuit 50 is supplied to an adder 40 and is added to the quantized forecast error and is used for generation of a local decoding signal. The optimum forecaset function discriminating circuit 80 uses the input picture signal and the delayed local decodin signal to determine optimum forecase functions, and this information is supplied to the information compressing circuit 70 and is subjected to code conversion together with the forecast error signal and the synchronizing signal and is outputted to a transmission line.
