Abstract
PURPOSE:To receive and decode a picture signal which is forecast-encoded, in a simple constitution, by stretching and separating a signal showing an optimum forecasting function which is compressed and received, and a forecasting error signal, and regenerating the picture signal in accordance with said result. CONSTITUTION:When a picture signal which has been encoded in its forecasting and is compressed in its information is supplied, an information expanding circuit 11 expands and separates information showing an optimum forecasting function, and a forecasting error signal, respectively. A forecasting signal generating circuit 12 generates an optimum forecasting signal in accordance with the information showing the optimum forecasting function. This signal is supplied to an adding circuit 13, the sum with the forecasting error signal is taken, and its signal becomes a regenerated picture signal. This picture signal is applied to a scanning reverse converting circuit 14, is returned back to a picture signal of its original time series, and is outputted from a line 214. On the other hand, the regenerated picture signal is supplied to a delaying circuit 15, too, is delayed by a 1 frame time, and is supplied to the circuit 12 as a supplementary picture signal for generating a forecasting signal in the circuit 12, which is required for the next block.
