Abstract

PURPOSE:To reduce unnatural motion which occurs easily during low-transmission-speed television signal transmission by using information showing the best forecasting system obtained by an encoding system which utilizes motion compensation. CONSTITUTION:For the decoding of an encoded field, a forecasting signal generating circuit 33 generates the best forecasting signal by using information showing the best forecasting system and then supplies it to an adder 32. The adder 32 uses this best forecasting signal and a forecasting error signal supplied through a line 3632 to generate a decoding signal. This decoding signal is supplied to a frame memory 35. The decoding signal read out of the frame memory 35 is supplied to the forecasting generating circuit 33, a signal synthesizing circuit 37 and a switch circuit 40. For the reproduction of a field which is not encoded, a code expanding circuit 36 detects information on said unencoded field to inhibit writing to the frame memory 35. On the basis of this detection result, the switch circuit 40 is controlled to select the output signal of the signal synthesizing circuit 37.
