Abstract

PURPOSE:To improve transmission efficiency by dividing a block to a small block until forecasting error becomes smaller than a threshold level when the forecasting error obtained as the result of movement compensation is bigger than the prescribed threshold level. CONSTITUTION:In a transmission part 1, for an inputted signal (original picture information), the movement compensation is executed by obtaining the forecasting error by a movement compensation means 2, quantization is executed by a quantization means 3 and encoding is executed by an encoding means 4. Then the received signal is outputted as a reproduced image.
