PURPOSE:To obtain clear pictures by improving data compressibility by sampling a half-tone picture by picture elements, by successively comparing sampled values with previously stored values of a matrix of threshold levels, and by performing run-length encoding after sampling picture elements of the binary coded signal. CONSTITUTION:When half-tone picture is encoded and transfer, picture signal SCDAT501 inputted by pictures is inputted to input data buffer 506 and input data buffer 508 by turns synchronizing with clock SCCLK502. Then MH (modified Hoffman) run-length encoding ROM523 reads out of ROM523 the MH code that corresponds to the value of run-length counter circuit 521 and sends it to ROM output P-S converting circuit 524 and transmitted data output buffer circuit 525.
