PURPOSE:To encode a multilevel picture signal efficiently by performing the best forecasting with small-capacity ROM by compressing and encoding a forecasting error signal obtained by a forecasting encoding means. CONSTITUTION:Forecasting encoding circuit 2 receives multilevel picture signal 1 obtained by photoelectrically converting many pictures and, on the basis of reference picture signal S, forecasts current input picture signal X to send forecasting error signal 3 to compressing encoding circuit 4. Compressing encoding circuit 4 compresses and encodes forecasting error signal 3 and sends it as forecasting error encoded signal 5. Control circuit 6 sends a clock signal, control signal and synchronizing signal to control respective circuits.
