PURPOSE:To secure a quick recovery for the effect of the transmission code error through a simple device constitution by deciding the predictive coefficient of the adaptive predicting unit via the code decision circuit for transmission after correction to the prescribed value and then deciding the predictive coefficient via the code decision circuit of the reception side. CONSTITUTION:The difference is obtained by subtractor 110 between the input signal of input terminal 105 and the output of backward-type adaptive predicting unit 150, and this differential signal is applied to adaptive quantizer 120 to perform encoding of the input signal. The quantized code is applied to backward quantization step size correction circuit 170, adaptive reverse quantizer 130 and encoder 180 each. And the output encoded through encoder 180 is transmitted to the reception side, and at the same time the adaptability for encoding is decided at code decision circuit 190 to give the control to unit 150.
