Abstract

PURPOSE:To simplify the constitution of device and to reduce the increase in quantized noise due to forecast encoding, by quantizing a forecast signal so that the accuracy of quantization is the same as that for an input signal. CONSTITUTION:An input signal inputted to a encoder input terminal 1 is converted into a digital signal at an A/D converter 2, and a forecast signal obtained through the input of a forecast error signal to a local decoding part 21 is taken for a difference with said digital signal at a subtractor 3, and it is inputted to a quantizer 4 for quantization. This quantized forecast error signal is applied to an adder 5 in the local decoding part 21, the forecast signal being the output of the local decoding part 21 and said error signal are added to be a local decoding signal and the forecast signal is obtained from a forecast device 8 with high accuracy. Then, in a quantizing circuit 22, the quantization with the same degree of accuracy as that the accuracy of output of the converter 2 is made and the forecast signal is applied to the subtractor 3. This forecast error signal is transmitted to the transmission line from an output terminal 11 via a code conversion circuit 10.
