CONSTITUTION:A capacitor C1 is charged with a time constant of resistor R1 and capacitor C1 through a constant voltage power supply. When an input signal is absent and a switch circuit SW is opened, the electric charge charged to the capacitor C1 starts discharge in the time constant of the capacitor C1 and resistor R2, and a voltage at a terminal 2 approaches a voltage of the constant voltage power supply VA. In this case, the time reaching the state of a voltage at terminal 2> voltage at terminal 4 is made slow by setting larger the value of the resistor R2, and the time when the output of a voltage comparison circuit COMP returns to the initial state can be extended. Further, the power supply voltage satisfies the condition of VA>VC>VB.
