The circuit 2 outputs timing signals B, C and sets the transfer data to the buffer circuit 1, then the pattern collation is made for the transfer data A and the data D set in the buffer circuit 1 is made at the collation circuit 3, and an output is given to a reception side device in case of failure occurs.
