The power meter 8 measures electric energy passing in the waveguide 7, and the output signal of the power meter 8 is supplied to a control circuit 9 connected to the oscillation device 4 to stabilize the oscillation output. A lens 11 which condenses reflected light corresponding to the quantity of development is provided over a paper carriage device 10 and an optical converting element 12 is provided at the focal point of the lens to generate electromotive force which corresponds to the quantity of light.
