Abstract

PURPOSE: To reduce an org. compd. electrolytically at a low voltage by forming a gas and liquid permeable porous layer having no electrode activity on at least one surface of a cation exchange membrane segmenting an anode and a cathode.
CONSTITUTION: A porous layer may be either conductive or non-conductive and may be either org. or inorg., has hydrophilic nature, and is selected from simple substances, alloys or oxides of, for example, periodic table IVA group, IVB group, VB group, iron group metals, chromium, manganese, etc.; is is obtained by sticking these on a cation exchange membrane. These materials are preferably of about 0.01W300μ grain sizes and is used together with a binder and a thickener. The contents of the particles forming the porous layer are about 0.05W300mg/cm2. The porous layer formed on the membrane surface is of 10W 99% porosity and 0.01W2,000μ thicknesses, and the cation exchange membrane used is a fluorine-contg. polymer having sulfonic acid groups, carboxylic acid groups or phosphoric acid groups.
