Abstract

PURPOSE:To prevent the degradation in the performance of exchange membranes and obtain hydrogen efficiently with low voltage by forming a gas and liquid permeable porous layer having no electrode activity on the surface of a cation exchange membrane used for an electrolytic cell for water. CONSTITUTION:A gas and liquid perfmeable porous layer of about 10-99% porosities and about 0.01-200mu thicknesses having non electrode activity is formed on the surface of a cation exchange membrane formed of a fluorine-contg. polymer or the like having sulfonic acid groups or carboxylic groups. As a method for forming the porous layer, a method of mixing fine powder of metal oxides such as, for example, titanium oxide, tantalum pentaoxide, or the like and a binder, a thickner, etc. to prepare a paste, and screen-printing the paste on the surface of an ion exchange membrane by using such paste is used. The resultant cation exchange membrane is disposed between an anode a cathode, and water is electrolyzed, whereby the occurrence of phenomena such as blistering of the exchange membrane is prevented.
