CONSTITUTION:A division ratio switching circuit 10 is latched as it is when a signal of the same phase is supplied to a phase comparator 7. When the signal having a different phase like an adverse phase, etc. is supplied to the comparator 7, the division ratio of a divider 300 is switched to N1 or N2 by the output frequency of a low-pass filter 6 and with the repetitive frequency of an N2-fold division ratio of the divider 300. Then the repetitive switching to the division ratio N1 or N2 is kept until the signal within the pass band of the filter 6 is obtained and the comparator detects the same phase.
