PURPOSE:To stabilize the operation in a transient state of a plant and thus to increase operating efficiency of plant, by fixing the optimum operation point of the plant at the level before a sudden change without giving a control of the optimum state signal in case when said sudden change occurs. CONSTITUTION:When the fuel air, water and others are supplied to a thermal power generation boiler 17, and flow rate of air is controlled by an optimum state controller 12 and in accordance with the boiler efficiency static and dynamic characteristics 3 and 4. The degree of change given from a strain meter 19 of the controller 12 and equivalent to the indicial response of a plant is applied to an LPF20, an amplifier 41 and others to be delivered in the form of a time-series type degree of change. When the n-th degree of change exceeds a prescribed level, and signal corresponding to the (n-1)th indicial response is integrated only when the signal is continuous. Then this integrated value is used to obtain the optimum state signal -x(t) through a maximized signal controller 11 to the optimum state to the specified output. This signal -x(t) is applied to an adder 2-1 that supplies the signal supplied from a controller PI2. In such way, an optimum control is possible for a plant.
