CONSTITUTION: To a position above a water supplying and preheating pipe 2 provided to the inside of the flue 1, a nozzle 3 is arranged and SO2 in an exhaust gas flowed into the flue 1 is contacted with a NaOH aqueous solution sprayed from the nozzle 3 to be desulfurized as Na2SO3. The sprayed liquid is returned to a NaOH aqueous solution tank 4 through a separation tank 8 to be reused. The water supplying and preheating pipe 2 is heat exchanged with the NaOH aqueous solution to carry out cooling thereof and, at the same time, to carry out preheating of water supplied to a boiler.
