PURPOSE:To generate a control signal which has excellent rising characteristics to an increase in AC input in accordance with the terminal voltage of a capacitor, by charging or discharging the capacitor rapidly by converting a current, obtained by rectifying an AC input, into a voltage. CONSTITUTION:A rectifying circuit 14 processes an AC input voltage Vin from an input terminal 12 by full-wave rectification to generate a current output IR. A charge and discharge control circuit 18 converts said current output IR into a voltage at a current-voltage conversion part 18A to charge a capacitor 16 rapidly and also to discharge it graudually. An output circuit 20 generates a control signal consisting of a current IG which corresponds to the terminal voltage of the capacitor 16. Thus, the control signal has excellent rising characteristics to an increase in AC input.
