If the reference clock (a) is missing at synchronism, the time of output of a phase difference signal P2 can be minimized by inhibiting the output signal of a phase comparator 6 at the trailing of the internal clock (b) compulsively. As a result, the fluctuation in the output frequency of a PLL circuit can be reduced. On the other hand, if missing of clocks takes place consecutively, normal phase comprison can be made.
