PURPOSE: To properly control the idling speed of an engine by comparing the engine speed with a reference signal to control the bypassing secondary-air flow according to the difference.
CONSTITUTION: The signal from an O2 sensor 20 arranged in an exhaust pipe 4 of an engine 1 is inputted to an air-fuel ratio controlling circuit 21, which drives actuators 14 and 15 provided to main and slow air bleeds 12 and 13 in order to control so that the air-fuel ratio is a theoretical air-fuel ratio. Moreover, a bypassing secondary-air passage 16 having an actuator 17 is provided to a suction passage 2 downstream a throttle valve 7, and the signal from a sensor 18 for the speed of the engine 1 is inputted to the actuator 17 through an idling speed controlling circuit 19, which compares the signal from the sensor 18 with a reference value and integrates the difference in its integrating circuit in order to operate the actuator 17 according to the output, so that an air-fuel ratio corresponding to the idling speed is determined.
