Governor valve 10 is opened, reducing the front pressure of the turbine. Only when the quantity of gas is increased, the difference between the front pressure of gas turbine 12 and the top pressure is decreased and, as the result, the opening of the controlling valve is increased, governor valve 10 is opened, so that the front pressure of the turbine is reduced and differential pressure is applied to the front and back of second dust collector 8 to make it possible to control pressure by means of the controlling valve. Thus, if the required pressure loss is applied to the controlling valve, the top pressure can be controlled stably by the top pressure controlling valve.
