When the water level in the casing 1 is risen as far as a detector 17, the runner-chamber exhaust valve 11 is closed and a feed valve 18 is opened for putting down the water level in a runner chamber 2. When the water level in the casing 1 is risen by the water from the pipe 7 as far as a detector 15, the runner-chamber exhaust valve 11 is opened and the casing exhaust valve 14 is closed. Then, the runner chamber 2 is exhaust and filled with water for making pump-operation.
