PURPOSE:To measure only the deviation portion between the actual revolution speed and the setting speed and improve the measuring accuracy by frequency- dividing the pulse from a pulse generator so that the product of the speed setting value and the number of pulses generated per revolution of the pulse generator is a fixed value determined by a reference time. CONSTITUTION:The pulse from a pulse generator 5 mounted on a revolving body is frequency-divided by a counter frequency dividing circuit 6 so that the product of the speed setting value set by a speed setting means 4 and the number of the pulses generated per revolution of the pulse generator 5 is a fixed value determined by a reference time. The output pulse of the counter frequency-dividing circuit 6 and the output of a reference time generating circuit are led to an exclusive OR gate 8 to obtain an exclusive ''or'', and by counting the clock pulses during the ON time a counter 12 digitally outputs a speed deviation value. Moreover, the logical product of the output of the exclusive OR gate 8 and the output of the reference time generating circuit 7 is drawn by an AND gate 11 to decide the positive or negative of the deviation.
