PURPOSE:To manufacture a high tensile steel plate with a low yield ratio stably at a low cost by a method wherein the heating temperature and rolling conditions of the slab of low alloy steel containing an extremely small quantity of boron are controlled when the slab is hot-rolled and worked to a steel plate. CONSTITUTION:The slab of low alloy steel containing one kind or two kinds or more among 0.11-0.35% C, 0.05-0.90% Si, 0.75-2.50% Mn, 0.05-0.80% Mo, 0.01-0.08% Nb, 0.03-0.15% sol.Al, 0.0002-0.0015% B, 0.10-2.00% Cu, 0.10-2.50% Ni, 0.10-2.50% Cr, 0.01-0.10% V is heated below 1,150 deg.C. The slab is formed in a steel plate with fixed thickness by applying the rolling of the quantity of distortion due to the working of the thickness decrease of at least 30% at the temperatures of 900 deg.C or less and cooled as it is. The steel plate is tempering-treated at 550 deg.C or less as necessary. The steel plate being obtained having low carbon equivalent, is excellent in strength and toughness and possesses a low yield ratio.
