The increased portion is instantaneously applied to an integrator 601, and balances when it bicomes equal to difference between the feed- water command 5 and the feed-water flow rate 71 of the pump 1001, thus resulting in the zero of the feed-water deviation 81 of the pump 1001 all the time. Consequently, the feed-water command 101 of the pump 1001 does not increase, thus allowing the prevention of overload.
