CONSTITUTION: After an inlet valve 5 opens in excess of a normal opening, a speed governor 14 for reversible pump-turbine controls an auxiliary distributing valve 7 according to a power signal inputted from a system 11 by a power transducer 12 and a signal from a load fluctuation setting apparatus 13 so that a pump load will change according to the rate set on the load fluctuation setting apparatus 13. The distributing valve 7 controls a guide vane servomotor 6 to operate a guide vane 4. Since the power received from the system 11 comes to fluctuate according to the rate set on the load fluctuation setting apparatus 13, a fluctuation of frequency or voltage will not be exerted upon the system 11, thus adjusting or controlling the pump load reasonably.
