CONSTITUTION: When the true idling speed is lower than the setpoint corresponding to a function voltage V determined by a function voltage generator circuit 200 of an electronic control unit 60 in idling, the output of a D-A conversion circuit 100 falls. Therefore, the output voltage E of an integration circuit 400 rises. As a result, the period T, during which the integrated voltage E is higher than the triangular voltage G of a pulse codntrol circufit 500, increases and a pulse voltage whose duty factor rises gradually is applied to an electrode open/close valve 52. Thus, the ratio of time of energizing of a solenoid valve 52 increases and the degree of opening of an air control valve 30 rises. Thereby, the quantity of auxiliary air bypassed through a throttle valve 17 is augmented and the revolution speed of th engine is raised.
