PURPOSE:To obtain a hair restoring and hair growth promoting agent showing excellent effects and causing no skin disorder by continuous application, containing an active ingredient extracted from a crude drug such as root of Ampelopsis japonica (Thub.) Makino, root of Phytolacca esculenta Van Houtt or nucleolus of seed of Juglans regia L. with a water-soluble organic solvent or from a hydrous organic solvent thereof. CONSTITUTION:A hair restoring and hair growth promoting agent which is obtained by blending a hair cosmetic base with 0.1-10.0wt.%, preferably 0.5-5.0wt.% active ingredient extracted from a crude drug such as root of Ampelopsis japonica (Thub.) Makino, root of Phytolacca esculenta Van Houtt or nucleolus of seed of Juglans regia L. with a water-soluble organic solvent such as 1-4C primary alcohol, acetone, tetrahydrofuran or dioxane alone or a hydrous organic solvent thereof, irritates hair root, promotes blood circulation around the the hair root, improves metabolism better and the above-mentioned effects.
