【発明の属する技術分野】
本発明は、セメント原燃料や堆肥(コンポスト)を製造することができる発酵設備における廃棄物の移送方法とその移送装置に関する。

【従来の技術】
従来、都市ごみ等の可燃性廃棄物は、焼却処理がなされている。ごみ回収車により回収され、焼却場まで運搬されてきた廃棄物は、一旦大きなプールに貯留され、クレーンにより焼却炉に投入されている。断続的に運び込まれる廃棄物を焼却処理するためには、プールに貯留することは不可避である。
図2は、ごみ焼却場50へごみ等の有機廃棄物を供給するためのごみのピット51の周辺を示す。ごみピット51には、これに隣接してごみ52を収容するための大型プール53が設けられている。ピット51とプール53の上縁部との間には、シャッター54が設けられ、ごみ収集車55がピット51に到着するとシャッター54が開かれ、ピット51が空車の場合は閉じられている。
ピット51の上部には、前後方向(図面の奥行き方向)に移動可能なクレーン支持ビーム57が横方向に懸架され、この支持ビーム57の横方向に移動可能な昇降装置58に、ピット51内を上下動可能なショベル59が吊下されている。
このような構成により、ショベル59により把持されたごみ52は、クレーン56により移動され、図示しない焼却施設により焼却処分がなされる。

【発明が解決しようとする課題】
プールに貯留された廃棄物は腐敗し、悪臭とともに汚水を発生する。また、悪臭の拡散を防ぐため、大気よりも低圧に維持された建屋内に設置され、建屋からの排気は、焼却炉中に吹き込み臭気を熱分解するか、脱臭装置により臭気を除去して大気中に放出される。汚水も焼却炉内に散布し、悪臭の発生源を熱分解している。
上記したように、従来では大型プールとクレーンを内部に設置した大きな建屋が必要であり、これを大気よりも低圧に維持するため大容量のブロアーファンと、その動力源が必要であり、さらにはクレーンの運転要員や汚水の処理設備を必要とし、人的、設備的にもコストを必要としていた。

その一方、生ゴミ等の有機廃棄物は、その処理量が増大しつつあり、その有効な処理方法および再利用方法に関して多くの試みがなされている。一つの方法として、回転発酵槽を用いて有機廃棄物を発酵処理して、コンポスト化することが提案されている。他方、セメント製造工場では、セメント製造工場の保有する遊休キルンを回転発酵槽として転用し、有機廃棄物を発酵させてセメントの原料や燃料として用いることが提案されている(特開2001−191059号)。
本発明は、このような事情に鑑みてなされたもので、異臭の発生を極力抑えるとともに清掃も容易な発酵設備における廃棄物処理方法と廃棄物処理設備を提供することにある。

上記目的を達成するために、本発明の廃棄物処理方法は、廃棄物処理装置へ搬入される廃棄物の断続的な搬入量の変動に応じて、上記廃棄物処理装置の稼動速度を調整し、廃棄物処理装置を連続的に稼動するようにし、ごみ収集車から搬入される上記廃棄物を上記廃棄物処理装置内へ24時間以内に投入するようにした廃棄物処理方法において、上記ごみ収集車から搬入される廃棄物を、ごみ収集車から直接バケットに投入し、このバケットをバケット搬送手段で搬送して、バケットから廃棄物を廃棄物処理装置に投入するようにしたものである。
本発明の廃棄物処理方法は、また、上記廃棄物処理装置として回転ドラム型の発酵処理装置を用い、廃棄物の投入量に応じて回転ドラムの回転速度を調整するようにした廃棄物処理方法において、上記回転ドラムの稼動により発酵される廃棄物を、コンポストとして用いるには至らないがセメント製造用原燃料として使用できる発酵状態(半日〜2日、好ましくは12時間〜36時間)に発酵させたまま、回転ドラムより取出してセメント製造用原燃料に使用するようにしたものである。

また、本発明の廃棄物処理設備は、廃棄物が搬送される搬送手段と、この搬送手段から廃棄物が投入される廃棄物処理装置とを備え、さらに上記搬送手段の搬送速度と廃棄物処理装置の廃棄物の処理速度とを調節する制御手段とを設けた廃棄物処理設備において、上記搬送手段が、ごみ収集車から直接廃棄物が投入されるバケットと、このバケットを着離自在に取付け、搬送するようにしたバケット搬送手段とを備えているものである。

上記廃棄物処理装置としては、焼却炉や有機廃棄物資源化装置があり、有機廃棄物資源化装置としては、発酵処理装置や固形燃料(RDF)化装置、炭化燃料化装置、ガス化燃料化装置などがある。
なお、本明細書中、「廃棄物」というときは、以下の処理対象物を含む概念である。
有機汚泥:下水汚泥、し尿系汚泥(浄化槽汚泥、農業集落排水汚泥)、食品産業排水汚泥、アオコ・底泥等がこの範疇に含まれる。
食品加工残さ:ビールかす、焼酎かす、おから(豆腐かす)、製糖残さ、果汁残さ、コーヒーかす、茶かす、畜産残さ等がこの範疇に含まれる。
林産残さ、植物残さ:パルプ廃液、バーク、おがくず、チップダスト、剪定枝葉、バガス、籾殻、わら類等がこの範疇に含まれる。
生活ゴミ:厨芥類(生ゴミ)、都市収集可燃ゴミ、事業系可燃ゴミ等がこの範疇に含まれる。
畜産廃棄物:家畜ふん尿、鳥糞等がこの範疇に含まれる。
水産廃棄物:魚腸骨、へい死魚等がこの範疇に含まれる。
さらに、廃プラスチック、ガラス、土石等も含まれる。
以上に列記したもののうち二以上の混合物も廃棄物の概念に含まれる。
また、本発明でいう「セメント製造用原燃料」とは、セメント製造に用いる原料および燃料を含む概念である。ただし、「セメント製造用原燃料」の語を使用する場合に、原料または燃料のいずれか一方のみを指す場合であってもこの語を用いている。

【発明の実施の形態】
以下、本発明の実施の形態の廃棄物処理方法と廃棄物処理設備について図面を参照しながら説明する。
図1は、本発明に係る廃棄物処理設備1を示す。廃棄物処理設備1は、その主要設備として建屋2とこの建屋2内に配設しているバケットエレベータ4、及び建屋2に併設した資源化装置5を備えている。建屋2には、入口側にごみ収集車6を収容するピット7を設けている。ピット7にはこれに隣接させて、バケット収容部8がピット7の基準面よりも低い位置に配設され、そのバッケト収容部8にはごみ等の廃棄物を収容するバケット9が備えられている。そして、ピット7の入口、及びバケット収容部8とピット7との間には上下に開閉するシャッター10a,10bが設けられ、これらのシャッター10a,10bは、ピット7の空車時には、いずれもが閉じられている。そして、ピット7内にごみ収集車6が入車して、廃棄物をバケット9に投棄する際には、一方のシャッター10aが閉じられ、他方のシャッター10bが開放され、シャッター10a,10bを同時には開放しないようにして、建屋2と外気の流通がないようにしている。建屋2は、シャッター10を閉じたときには、ほぼ密閉状態になる。

バケットエレベータ4は建屋2に配設され、モーター等でロープやチェーンを巻き上げて、建屋2の上下方向にバケット9を移動することができる。また、バケットエレベータ4は、建屋2の上部ではバケット9を横方向にスライド移動することができる。そして、資源化装置5の投入口側には、図示しないバケット9の傾倒手段を設けている。そこで、バケット9を資源化装置5側に傾倒し、廃棄物を投下させる。次いで、バケット9を直立させて逆方向にスライドさせて降下させ、もとのバッケト収容部8の位置にバケット9を戻すように構成している。このバケット9の個数は、バケットエレベータ4に1またはそれ以上の個数を設けることができる。なお、バケット9は、バケットエレベータ4に代えてバケットコンベアを用いることができる。

建屋2の外には、排気ラインAが接続され、排気ラインAは、上流側から下流側に向けて、建屋2に設けた排気風車11、建屋2の外に設けている脱臭機12、開閉弁13及び排気ファン14の順にダクトを介して接続されている。この排気ラインAは、排気風車11により建屋2の空気を吸込んでその内圧を低くし、脱臭機12は、生ごみ等から発生する異臭を吸着または分解して無臭に、または抑制することができる。そして、排気ファン14は脱臭された空気を大気に放出する役割をする。

資源化装置5の廃棄物の投入口には、生ごみ等を資源化装置5内に押し込むプッシャー15が配設されている。このプッシャー15は、例えば、油圧等の駆動源を用いたシリンダーとピストンを組み合わせたものを用いることができる。
資源化装置5は、円筒形の回転ドラム型発酵装置であり、図示しない支持ローラで支持し、回転手段によって回転するようにしたものである。一般に、セメント製造に用いられるロータリーキルンは、セメント焼成の際の耐火性能を保つために、内張り煉瓦で内壁を保護している。しかし、本実施の形態に係る資源化装置5に転用するときには、この内張り煉瓦を除去する。この内張り煉瓦を除去することによって、資源化装置5内に廃棄物を投入して処理した場合、廃棄物の移動が容易になるとともに回転ドラムを回転させるための消費エネルギーが大幅に減少する。また、攪拌設備、仕切板の取り付けが容易となる。

資源化装置5は、内張り煉瓦除去後の回転ドラムの内径が2〜7mであって、0.5〜6.0%好ましくは0.8〜1.6%の傾斜で設置することが好適である。
また、資源化装置5は、保温材でその周囲を被覆している。これは、発酵用原料を発酵させる際の保温を図り、発酵の促進、均一化を行うためである。被覆する部位としては、資源化装置5の外壁全長とするのが好適である。保温材は、ロックウールやグラスウール等の軽量で断熱性のあるものを使用し、資源化装置5の外壁を適当な厚みで被覆することが好適である。

本実施の形態に係る資源化装置5の内部は、仕切り板によって4〜5室に仕切られている。通常の運転状態において、廃棄物をコンポスト化するときは、通常3日間、資源化装置5にそれを滞留する。上記仕切板は、被処理品である廃棄物を堰き止める一方、通風を確保できる構造、すなわちスリット状、穿孔板状等の通風可能な構造となっている。以上の他、従来の回転ドラム式発酵装置に内蔵されている攪拌設備、加熱設備、もしくは処理物の移動設備を必要に応じて適宜取り付けることができる。
資源化装置5は、単数であっても複数併設したものであってもよい。資源化装置5には、図示しない制御装置が設けられ、制御装置がバケットエレベータ4の搬送速度、バケット9からの廃棄物の投入量や、資源化装置5の廃棄物処理速度を監視し、資源化装置5への廃棄物の投入量を調整することができる。資源化装置5及びバケットエレベータ4が各々複数併設している場合は、制御装置は総合的な制御をすることができるように構成されている。

資源化装置5の下流側には、廃棄物の発酵品を破砕する破砕機16や、鉄、ステンレス、アルミ等の金属を選別して発酵品から除去する選別機17が設けられ、その下流側には発酵品を貯蔵する貯蔵タンク18が配設されている。貯蔵タンク18の下流側には、焼成キルン19及びクリンカクーラ20が設けられている。焼成キルン19は、セメント原料を焼成するものであり、クリンカクーラ20は、焼成物であるクリンカを冷却するためにある。

次に、本実施の形態における発酵設備の廃棄物の移送装置の作用について説明する。
図1に示すように、ごみ収集車6がピット7に到着すると、シャッター10が開き、ごみ収集車6からバケット9へ廃棄物が投下される。建屋2はシャッター10を開放した状態でも、異臭が建屋2内から漏れないように、排気風車11を駆動して、その内部圧力を大気よりも低くする。建屋2は、バケットエレベータ4を用いているので、その敷地面積及び容積が小さく、排気風車11及び排気ファン14の小型化が可能になる。次いで、バケット9はバケットエレベータ4により建屋2の上方へ移送され、そこでバケット9から資源化装置5の投入口に廃棄物が投下される。この投入口では廃棄物がプッシャー15により資源化装置5内へ押し込まれる。

上記したように、発酵処理装置としての資源化装置5では、有機廃棄物をコンポスト化するために1次発酵処理したり、有機廃棄物をセメントの原料や燃料として用いるために発酵処理したりすることができる。
前者では、廃棄物のコンポスト化の1次発酵処理として、資源化装置5内にて廃棄物が好気条件下に2〜3日間滞留することが好ましく、より好ましくは3日間滞留することが好ましい。資源化装置5内に2〜3日間滞留した発酵処理品は、臭気がほとんどない。また、発酵によって発生する熱により、キルン内の温度が約60℃に保たれるため、大腸菌群等の雑菌の繁殖が抑えられ、コンポスト化のための2次発酵処理に好適な状態になる。
後者では、資源化装置5の回転速度を高め、1次発酵処理が半日〜2日(好ましくは、12時間以上、36時間以下)の間で終了する。この場合には、発酵処理品に臭気が残るものの、投入時において廃棄物が収納されていた袋は破袋され、数cm角程度の破片となり、紙ごみは水分を吸って、数cm片程度の断片に破断され、十分に攪拌されて均質化されるため、コンポスト化するに至らなくともセメント製造用原燃料としては使用可能な性状にまで処理される。資源化装置5から排出されるコンポスト化させるには至らない半発酵品は、下流側の破砕機16や、選別機17を経て貯蔵タンク18に一旦収容されてから、焼成キルン19で焼成される。
なお、資源化装置5内にセメント焼成キルンの余熱等を挿入して、加温することにより大腸菌群等の雑菌の繁殖を抑え、2次発酵処理によりコンポスト化することも可能である。

次に、本発明の実施例について説明する。
[実施例1]
本実施例では、生ごみ等の有機廃棄物をセメントの原燃料として用いるための資源化装置5による発酵処理方法について、具体的に説明する。
図1に示す資源化装置5での生ごみ等の滞留時間を、半日〜2日を目処として行う。また、生ごみ等がごみ処理車6からバケット9に投下されてから資源化装置5内に投入されるまでの時間を、バケットエレベータ4の搬送中も含めて、最大24時間以内とする。生ごみ等を24時間以上貯留すると腐敗により悪臭を発生するからである。原則としては、生ごみ等をバケット9に滞留する時間は、1時間以内、より好ましくは20分以内とする。

1つの方法として、資源化装置5の生ごみ等の滞留時間を一定にする場合は、ごみ収集車6から排出されるごみ量をその滞留時間に合わせて、バケットエレベータ4若しくはバケット9での滞留時間を一定に調節する。
別の方法として、資源化装置5に投入される生ごみ等の量が一定でない場合は、資源化装置5の回転速度をその投入量に応じて可変させる。ただし、資源化装置5の生ごみ等の滞留時間はいずれの方法も半日〜2日とし、建屋2内での生ごみ等の搬送時間は1時間以内とする。こうして、建屋2内にて発生する異臭は最低限に抑えることができる。また、生ごみ等の滞留時間は、半日〜2日であるので、コンポスト化させるよりも処理時間を短縮することができ、生ごみ等の処理量が増大する。バケットエレベータ4を用いることにより建屋2の大きさを小さくするとともに、建屋2内の異臭の発生を極力抑え、排気風車11や排気ファン14または脱臭機12の小型化を図ることができる。
バケット9は、バケットエレベータ4と分離して容易に洗浄することができ、異臭の発生をより抑えることができ、衛生上にも好ましい。
なお、上記方法で資源化装置5から排出されるコンポスト化させるには至らない半発酵品は、下流側の破砕機16や、選別機17を経て貯蔵タンク18に一旦収容されてから、焼成キルン19で焼成される。

[実施例2]
生ごみ等をコンポスト化させる方法について具体的に説明する。
本実施例では、資源化装置5での生ごみ等の滞留時間を2〜3日とする。建屋2内での生ごみ等の滞留時間は、1時間を目処とし最大でも24時間以内とする。そして、資源化装置5の生ごみ等の滞留時間に合わせて、バケットエレベータ4若しくはバケット9での滞留時間を一定に調節する。上記のように、廃棄物が好気条件下に2〜3日間滞留することにより、雑菌の繁殖が抑えられた1次発酵処理品は、臭気がほとんどなく、コンポスト化のための2次発酵処理に好適な状態になる。
この資源化装置5から排出される発酵処理品は下流側の破砕機16や、選別機17を経て図示しない貯蔵ヤードに収容され、適宜通気及び/または攪拌しながら1〜3ヶ月間、2次発酵(熟成)がなされる。発酵処理品はコンポストとして使用される。その他、セメント調合原料の一部として焼成キルン19に投入することも、勿論、可能である。

このようにしても、バケットエレベータ4を用いることにより建屋2の大きさを小さくするとともに、建屋2内の異臭の発生を極力抑え、排気風車11や排気ファン14または脱臭機12の小型化を図ることができる。
なお、上記実施例1と実施例2を併せた方法として、資源化装置5内に2〜3日間滞留させるものと、半日〜2日の間滞留させるものを交互に処理作成し、事情に応じてコンポスト化したり、セメントの原燃料化にしたりしてもよい。そうすることにより、従来のコンポスト化処理設備では、約3日間の処理を必要としたため、廃棄物搬入量の変動に対して十分な対応ができなかったが、コンポスト化とセメント焼成用原燃料化処理との組み合わせにより、幅広い廃棄物の対応が可能になった。

以上、本発明の実施の形態について説明したが、勿論、本発明は本発明の技術的思想に基づいて種々の変更及び変形が可能である。
例えば、上記実施の形態では、廃棄物の搬送、投入装置としては、廃棄物がこぼれ落ちたり、汚水が漏れ出したりすることがないので、バケットエレベータを用いて資源化装置に投入することが好ましいが、その搬送、投入装置としてはバケットエレベータに限定されるものではなく、他にはホッパーによる資源化装置への直接投入や、通常のベルトコンベアによる搬送でも実施が可能である。
また、脱臭機12の配設場所は建屋2内に配設してもよく、ピット7に設けるシャッター10a,10bについては、どちらか一方を省略することもできる。

【発明の効果】
以上、説明したように本発明によれば、建屋内における廃棄物を収容するプールを廃止し、代わりに廃棄物の搬送手段により廃棄物を搬送することと併せて、搬送時間を短時間で行うことにより、廃棄物の腐敗等で発生する異臭が最低限に抑えることができる。また、発酵処理装置での廃棄物の滞留時間を、半日〜2日にすると、コンポスト化させるよりも処理時間を短縮することができ、廃棄物の発酵処理量が増大する。
搬送手段を上下方向に廃棄物を搬送可能なバケットエレベータにすると、建屋の設置面積を小さくするとともに、異臭を含んだ空気を排出するファンの小型化を図ることができる。
また、廃棄物処理装置を回転型ドラムとし、処理速度を適宜調節することにより、回転型ドラムに2〜3日間滞留させたものと、半日〜2日間滞留させたものを交互に作成し、事情に応じてコンポスト化したり、セメントの原燃料にしたりすることにより、廃棄物搬入量の変動に十分な対応ができるようになり、幅広い対応が可能になった。
