A hydraulic motor D, fed from a pump A through conduits C, C<SP>1</SP> drives a governor pump F<SP>3</SP> of the metering type through a transmission F<SP>2</SP> having a determined but not necessarily constant speed ratio, and the governor pump discharges through an adjustable orifice H the pressure upstream of which is applied to means which controls jointly and in opposite senses escape of liquid from the supply passage to the motor and flow of liquid through the outlet from the motor so that the control is effective when the motor is either driving or being driven by its load. In the embodiment described, the means consists of a by-pass valve K<SP>6</SP> in the supply to the motor and, integral with it, a throttling valve K' in the outlet E from the motor. The valves are actuated against a spring L by pressure acting on the upper surface of the valve K<SP>7</SP> . A safety valve H<SP>2</SP> is arranged in parallel with the orifice H and the latter may include means for maintaining a constant pressure drop across it. The area of the orifice may be varied manually or, as shown, automatically by a cam M driven by the motor.
