The file or folder of the parent Specification is modified in that means are provided to attach at least one pair of elastic loops to the inside of the base or front cover instead of the loops passing through holes in the cover. As shown, elastic loops 5, 5a are attached to a non-flexible thread sandwiched between gummed sheets to form a base 10 which is coated with adhesive for attachment to the cover 3 at the position 4 or other suitable position such as parallel to the back 2 of the file. The retaining strip 6 has punched holes for reception of the loops 5; 5a and studs 8, 9 to engage the loops. A paper piercing unit may be secured at 16 to the cover 1, and comprises a pair of headless studs 13, 14 gummed between sheets forming a base 15. As described and claimed in Specification 691,021, a further pair of loops 7, 7a, to engage the studs 8, 9 over the edge of strip 6, may. be secured in the base 10 and for holding the filed matter temporarily, filaments 11, 12 are provided in alignment with loops 5, 5a and are also gummed in the base 10. In a modification with an expanding cover, the loops as above are secured directly between the cover and gummed strips, parallel to the concertinafolded back and side covers have holes corresponding to the studs to hold the folder closed when engaging the studs.
