DESCRIPTION DETAILLÉE DE L'INVENTION [0016] En référence aux figures l'invention va maintenant être décrite en relation avec son application à un vélo pliant comportant de façon connue en soi un cadre 1 comprenant un élément de cadre avant 2 et un élément de cadre arrière 3 reliés l'un à l'autre par une pièce de liaison 4. [0017] Également de façon connue en soi, l'élément de cadre avant 2 porte une roue avant 5 par l'intermédiaire d'une fourche avant 6 associée à une potence de guidon 7 à laquelle est fixé un support de guidon 8. L'élément de cadre arrière 3 comporte une roue arrière 9 associée à un pédalier 10, et un tube support de selle 11 dans lequel est engagée une tige de selle 12 à laquelle est fixé une selle 13. [0ols] Selon l'invention la tige de selle 12 comporte une partie de tige avant 14 et une partie de tige arrière 15. Dans le mode de réalisation illustré les parties de tige 14 et 15 sont identiques. Chaque partie de tige est réalisée sous forme d'un profilé comportant un caisson central 16 auquel est associé un conduit latéral 17 débouchant sur le côté du profilé. Ce caisson central 16 participe à l'allègement de la tige. Sur un côté du profilé opposé au conduit 17, chaque partie de tige comporte des segments de rampe 18 ayant des inclinaisons alternées par rapport à l'axe longitudinal de la partie de tige. De part et d'autre de la série de segments de rampe, la partie de tige comprend une rainure 19 et une languette 20. Chacune des languettes 20 coulisse dans chacune des rainures 19, située en vis-à-vis. Les languettes 20 et rainures 19 servent de moyens de guidage des parties de tiges l'une vi-à-vis de l'autre lors de leur coulissement. La hauteur de la selle 13 est réglée en faisant coulisser la tige 12 dans le tube support 11 puis la selle 13 est rabattue vers le bas comme illustré par la figure 3 les segments de rampes coulissent alors les uns par rapport aux autres en provoquant un écartement des parties de tige jusqu'au moment où la face externe de la tige est en contact avec la face interne du tube support. La selle 13 est alors verrouillée en position. Lors d'un déplacement en translation des parties de tige 31, les poignées 36 sont donc entraînées en rotation dans le sens d'un pliage ou d'un dépliage. La clé 48 est configurée pour venir en regard du levier de déverrouillage 47 lors d'un pivotement du support de guidon 8 dans le sens du pliage, et pour s'enclencher sur celui-ci comme illustré par la figure 9. Dans cette position, la pièce de liaison 4 est déverrouillée et simultanément le support de guidon est verrouillé par rapport à l'élément de cadre 2. La tige de selle 12 est alors engagée dans le manchon de verrouillage 50 pour verrouiller le vélo dans la position repliée. Pour déplier le vélo, la tige de selle 12 est dégagée du manchon de verrouillage 50 et une pression est exercée sur le côté de la clé de verrouillage 48 pour dégager le crochet 49 du levier de verrouillage 47. Le cadre est alors verrouillé en position déployée et le support de guidon peut être relevé pour le mettre en position de service. [0029] Bien entendu l'invention n'est pas limitée au mode de réalisation décrit et est susceptible de variantes de réalisation dans le cadre de l'invention telle que définie par les revendications. [0030] En particulier bien que l'invention ait été décrite en relation avec un dispositif télescopique comportant des parties de tige identiques, le dispositif télescopique peut être réalisé avec des parties de tige ayant des configurations différentes, par exemple en réalisant une partie de tige avec des reliefs en forme de rampe alternée ou selon des ondulations, et réaliser la partie de tige en regard avec des barrettes disposées pour que la tige ait une dimension variable selon une direction transversale du tube support en fonction d'une position relative des deux parties de tige selon la direction longitudinale de la tige. DETAILED DESCRIPTION OF THE INVENTION [0016] With reference to the figures the invention will now be described in connection with its application to a folding bike having in known manner a frame 1 comprising a front frame member 2 and a frame member rear 3 connected to each other by a connecting piece 4. Also in a manner known per se, the front frame member 2 carries a front wheel 5 via an associated front fork 6 to a handlebar stem 7 to which is fixed a handlebar support 8. The rear frame member 3 comprises a rear wheel 9 associated with a pedal 10, and a seat tube 11 in which is engaged a seat post 12 to which a saddle 13 is attached. [0ols] According to the invention the seat post 12 comprises a front shank portion 14 and a rear shank portion 15. In the illustrated embodiment the shank portions 14 and 15 are identical . Each rod portion is made in the form of a profile comprising a central box 16 which is associated with a lateral duct 17 opening on the side of the profile. This central box 16 contributes to the lightening of the rod. On one side of the profile opposite the conduit 17, each rod portion has ramp segments 18 having alternating inclinations with respect to the longitudinal axis of the rod portion. On either side of the series of ramp segments, the rod portion comprises a groove 19 and a tongue 20. Each of the tongues 20 slides in each of the grooves 19, located vis-a-vis. The tongues 20 and grooves 19 serve as guide means of the rod portions against one another during their sliding. At its upper part each rod portion has a boss 21 through which extends an axis 22 through a corresponding boss of the saddle. When mounting the telescopic device, the rod portions are contiguous to one another by putting the ramp segments in contact with each other over their entire length and the assembly thus obtained is engaged in the support tube 11 as illustrated in Figures 5 and 6. The transverse dimensions of the rod portions are determined so that in this position the rod has a transverse dimension less than the internal transverse dimension of the support tube so that the seat post slides freely in the support tube 11. It will be noted that to maintain the ramp segments in contact over their entire length, the saddle is inclined at an angle of about 300 relative to the horizontal. A corresponding stop 28 having a section smaller than the section of the conduit 17 is then engaged in the conduit 17 and is fixed to the support tube 11 by means of a screw 29. The telescopic device according to the invention is also used in an application allowing the folding of the handlebars. Referring to Figure 7, the handlebar support 8 includes a support tube 30 in which are engaged handlebar rod portions 31 having a configuration identical to the seatpost portions, and are here connected to a control member 32 in handle shape connected to the handlebar rod portions 31 by hinge pins 33. At its lower part, the support tube 30 is hingedly mounted on the wings 34 of the bracket 7. Moreover, the bracket 7 comprises a recessed impression 35 having a shape identical to the inner surface of the support tube 30 so that when the stem portions 31 are engaged in the recess 35 the support tube 30 is locked in a vertical position. The handlebar comprises handles 36 which are hingedly attached to the support tube 30 and are integral with pinions 37 engaged with a rack 38 fixed to the control handle 32. During a translational movement of the rod parts 31, the handles 36 are therefore rotated in the direction of folding or unfolding. At its lower part the support tube 30 has a window 39 for displaying a marking 40 of the rod portion 31 when the latter is in the retracted position as shown in Figure 7. The connecting piece 4 comprises a cylindrical sleeve 41 fixed to the frame member 3 and a cylindrical sleeve 42 fixed to the frame member 2 which are mounted concentrically from one to the other. The cylindrical sleeves 41 and 42 are adapted to move relative to each other in a combined movement of rotation and translation by means of pins 43 carried by the sleeve 41 engaged in helical grooves 44 formed in the sleeve 42. In the unfolded position of the bicycle illustrated in FIG. 8, the sleeves 41 and 42 are locked relative to one another by means of a locking rod 45 extending radially through the sleeves 41 and 42 and biased towards the locking position by a spring 46. An unlocking lever 47 extends on the side of the sleeve 41. An unlocking key 48 is fixed on the one hand to the rack 38, and on the other hand to the handle 32, articulated with respect thereto. The unlocking key 48 comprises a hook 49. The key 48 is configured to face the unlocking lever 47 during a pivoting of the handlebar support 8 in the fold direction, and to engage thereon as illustrated in FIG. 9. In this position, the connecting piece 4 is unlocked and simultaneously the handlebar support is locked relative to the frame member 2. The front frame member 2 also comprises a sleeve locking member 50 having a section identical to the support tube 11 and fixed on the frame member 2 so as to be in the extension of the support tube 11 when the frame member 2 is folded on the side of the frame member 3 , as symbolized in FIG. 1 by a double arcuate arrow 51, which illustrates the two extreme positions of the locking sleeve 50. From the unfolded position shown in FIG. 1, the bicycle according to the invention is falling back by first acting on the control handle 32 to unlock the support tube 30 and allow to fold the handlebar support 8 against the front frame member 2. The unlocking of the connecting piece 4 then allows to fold down the frame member 2 on the side of the frame member 3 opposite the crankset 10. In this position, the locking sleeve 50 is in the extension of the seat support tube 11. The seat post 12 is then engaged in the locking sleeve 50 to lock the bike in the folded position. To unfold the bike, the seat post 12 is disengaged from the locking sleeve 50 and pressure is exerted on the side of the locking key 48 to disengage the hook 49 from the locking lever 47. The frame is then locked in the deployed position and the handlebar support can be raised to put it in the service position. Of course, the invention is not limited to the embodiment described and is capable of alternative embodiments within the scope of the invention as defined by the claims. In particular, although the invention has been described in connection with a telescopic device comprising identical rod parts, the telescopic device can be made with rod parts having different configurations, for example by making a rod part. with reliefs in the form of an alternating ramp or in undulations, and making the rod portion opposite with bars arranged so that the rod has a variable dimension in a transverse direction of the support tube according to a relative position of the two parts rod in the longitudinal direction of the rod. Although the invention has been described in connection with an application to a folding bike, it can be used for a non-folding bike or for other applications, for example in the automotive field to adjust the position of the steering wheel. Although in the two applications described of the telescopic device, the rod parts are connected to a common control member, the invention can be achieved with two control members each adapted to act on a portion of the rod to adjust the relative position of the two stem parts.
