Abstract

The apparatus has a cutting blade (42) movably mounted with respect to a body (44) that has by a lower plate (46) and an upper plate. Each plate comprises of a cylindrical central hole (50, 52) with diameter slightly larger than external diameter of a skirt (34) of a capsule (32). The skirt is circularly cut by rotating the body and the blade with respect to a bottleneck (14) while the blade is in active position.
