Pueden haber unos medios de comunicación con sensores óptico infrarrojos (15), colocados en el interior y exterior de edificios (21), postes viales urbanos (20) y/o de medios de transporte, comunicados por cable o de forma óptica infrarroja con una central servidora interior (16), exenta de la función de emitir microondas, y que puede transmitir la señala la red fija de telefonía y a otra central servidora interior (16).
